the Governor. Representatives from each jurisdic-
tion include the mayor of the City of Baltimore; the
county executives of Baltimore, Anne Arundel,
Harford, and Howard counties; the president of the
Baltimore City Council; the chairpersons of the
County Council in Baltimore, Anne Arundel,
Harford, and Howard counties; the president and
a member of the Board of County Commissioners
from Carroll County; and a member of the planning
commissions or advisory boards of each jurisdic-
tion. Members appointed by the Governor include
a member of the State Senate, a member of the
House of Delegates, an elected municipal official,
and two members-at-large. The Governor may des-
ignate alternates for the legislative members, and
the elected officials representing the six jurisdictions
may each designate an alternate. The mayor of the
City of Annapolis serves ex officio as a nonvoting
member.

St. Mary's College of Maryland was originally
chartered as St. Mary's Seminary in 1839 (Chapter
190, Acts of 1839). In 1845 it was incorporated as
St. Mary's Female Seminary (Chapter 257, Acts of
1845). The College received its present name in
1964 (Chapter 59, Acts of 1964).
An accredited junior college for many years, St.
Mary's became a four-year college of liberal arts and
sciences in 1967. It is the only four-year institution
in the State college system devoted exclusively to
the liberal arts. Fall 1988 enrollment at St. Mary's
was 1,585 (F.T.E. 1,514), consisting of 1,310 full-
time and 275 part-time students.
The College is governed by a board of fifteen
trustees appointed to six-year terms by the Gover-
nor (Code Education Article, secs. 14-201 through
14-206).

The Maryland Stadium Authority was created in
1986 (Chapter 283, Acts of 1986). The Authority
is to select a site for a new sports stadium in the
Baltimore metropolitan area and acquire, or con-
struct, and operate this facility The stadium is to be
