The Fund is governed by an eleven-member
Board of Trustees. Five members of the Board are
appointed by the Governor with Senate advice and
consent and serve at the Governor's pleasure. Five
members are appointed by the Board of Directors
of the Industry Automobile Insurance Association.
The Executive Director of the Maryland Automo-
bile Insurance Fund serves ex officio (Code 1957,
Art. 48A, sec. 243M). The chairperson is selected
by the Board, and the position alternates, for each
successive term, between industry and government
appointees. The Board advises the Executive Direc-
tor and formulates policy for the Fund.

Appointed by the Board of Trustees, the Execu-
tive Director is responsible for the exercise of all
duties conferred on the Fund, except those reserved
to the Board of Trustees.

Blind Industries and Services of Maryland orig-
inated in 1908 as the Maryland Workshop for the
Blind (Chapter 566, Acts of 1908). It adopted its
present name in 1973 (Chapter 164, Acts of 1973).

Blind Industries and Services of Maryland is a
quasi-public, statewide agency that provides reha-
bilitation, education, vocational training, and em-
ployment services to blind and severely
multi-handicapped blind Marylanders. Its general
supervision and control are vested in eleven trustees
appointed for three-year terms by the Governor
with Senate advice and consent.

The agency is open for the labor and manufac-
tures of all blind citizens of Maryland over eighteen
years of age who can give satisfactory evidence of
character and ability to do the work required. All
profits from the operation of blind industries are
used to further the agency's usefulness. Blind In-
dustries and Services of Maryland establishes and
operates centers for the training, rehabilitation, and
employment of the adult blind of Maryland. In
addition, the agency teaches adult blind persons the
day-to-day skills necessary to live in a sighted soci-
ety (Code 1957, Art. 30, secs. 3-10, 30A).

To carry out these programs, Blind Industries
and Services of Maryland operates four Divisions:
Vending; Industries; Training; and Services.

VENDING DIVISION

The Ending Division serves through a contract
from the State Department of Education's Division
of Vocational Rehabilitation and under authority of
the federal Randolph-Sheppard Act. The Division
locates, builds, and staffs with trained blind manag-
ers snack bars, cafeterias, and sundry shops in pub-
licly owned buildings and in private businesses.
There are currendy 102 vending facilities through-
out Maryland under the Division.

INDUSTRIES DIVISION

The Industries Division provides meaningful
employment to blind and severely multi-handi-
capped blind adults in the manufacturing of more
than seventy products for federal and state govern-
ments and commercial and private businesses. The
Industries Division operates plants at 322 Paca
Street, Cumberland, and at the Norrhwood Indus-
trial Park, Salisbury
