The Division of Licensing and Consumer Ser-
vices licenses motor vehicle dealers, manufacturers,
wreckers and scrap processors, professional driving
schools, and title service agents. With its licensing
and investigative powers, the Division ensures that
dealers and others in the automotive business
honor their agreements and warranties. Consumer
complaints are handled by the Division.

Created in 1983, the Division works to improve
motorcycle safety by rider education and a compre-
hensive public awareness program that promotes
the concept of "sharing the road" (Chapter 674,
Acts of 1983).

DIVISION OF INVESTIGATIVE SERVICES

The Division of Investigative Services maintains
a staff of investigators who secure the return of
operators' licenses and tags from drivers who have
had privileges revoked or suspended. The investiga-
tors help determine whether or not unsafe drivers
have been rehabilitated. They also assist the Divi-
sion of Vehicle Registration in regulating automo-
bile dealers, auto wreckers, and scrap processors.

The Division of Investigative Services also re-
trieves automobile tags of uninsured motorists who

fail to obtain automobile liability insurance when
their policies have been terminated.

The Division's Communications Section pro-
vides motor vehicle information to law enforcement
and odier authorized agencies daily from 8:00 a.m.
to midnight.

hicle Registration; Vehicle Emissions; and Financial
Responsibility.

The Division titles and registers all passenger
and commercial vehicles in Maryland. It collects the
five percent excise tax imposed on vehicles tided in
the State and the annual registration fees, and also
issues registration tags. The Division also adminis-
ters the International Registration Program for in-
terstate truck fee apportionment.

The Division was created in 1984 to carry out
the Motor Vehicle Emissions Inspection Program
(Code Transportation Article, secs. 23-201
through 23-208). The Program is designed to test
950,000 cars every two years for auto emissions in
the Baltimore-Washington corridor. The corridor
includes seven jurisdictions: Anne Arundel, Carroll,
Harford, Howard, Montgomery, and Prince
George's counties, and Baltimore City

Rules and regulations for emissions inspections
are promulgated by both the Department of Health
and Mental Hygiene, and the Motor Vehicle Ad-
ministration. Authorization for the Program con-
tinues until December 31,1991.

The Financial Responsibility Division adminis-
ters Maryland's compulsory insurance law to ensure
that required insurance is maintained continuously
for registered vehicles. Under the compulsory in-
