PASSENGER SERVICES

Passenger Services administers operating subsi-
dies for Maryland Rail Commuter (MARC) trains,
renovates stations and parking areas, and coordi-
nates plans to improve railroad lines and services in
the Baltimore-Washington metropolitan region.
FREIGHT SERVICES

Freight Services funds the rehabilitation of
freight lines, subsidizes their operations, and pur-
chases rail lines. Freight Services works closely with
other State agencies, local governments, and rail-
road transportation providers and users to enhance
the role of railroads in economic and industrial
development throughout the State. Proposals for
railroad freight service changes or abandonments
that would affect local communities and shippers
also are monitored and reviewed by Freight Ser-
vices.

Capital Engineering administers all right-of-way
and construction projects for passenger and freight
services.

The Maryland Port Commission was formed in
1988 (Chapter 541, Acts of 1988). The Commis-
sion oversees the Maryland Port Administration. By
devising flexible procedures, particularly for per-
sonnel and procurement, the Commission works to
make the Maryland Port Administration more com-
petitive in the maritime industry.
The Commission is composed of seven mem-
bers. Six are appointed to three-year terms by the
Governor with Senate advice and consent. The
Secretary of Transportation serves as chairperson
(Code Transportation Article, secs. 6-201 through
6-204).

The Maryland Pott Administration originated in
1956 as the Maryland Port Authority (Chapter 2,
Acts of the Special Session of 1956), becoming the
Maryland Port Administration in 1970 (Chapter
526, Acts of 1970). The Administration was made
part of the Department of Transportation in 1971.
The Administration endeavors to promote and
increase waterborne commerce in Maryland. It
seeks to improve facilities and strengthen the work-
ings of the private operator. If private facilities are
inadequate, the Authority is empowered to con-
struct and, if necessary, operate supplementary pub-
lic facilities (Code Transportation Article, secs.
6-101 through 6-502). In 1979, the operation nf
the port of Cambridge came under the control of
the Administration (Chapter 280, Acts of 1979).
The Administration operates field offices in
Pittsburgh, Chicago, New York, Brussels, London,
Tokyo, and Hong Kong and also owns and operates
the World Trade Center in Baltimore.
