The Rules and Executive Nominations Commit-
tee considers proposals concerning the rules, orga-
nization, and procedures of the House; considers
proposals affecting the legislature as an institution
and its agencies; examines nominations requiring
House confirmation and reports its recommenda-
tions; reviews legislation introduced after the bill
deadline, and decides on re-referral of those bills to
other committees for consideration.

The Special House Committee on Drug and
Alcohol Abuse is an ad hoc committee created and
appointed by the Speaker of the House of Delegates
in 1987. An ongoing committee whose work is
reviewed annually by the Speaker, it meets during
the legislative interim to study and make recom-
mendations for legislation concerned with drug and
alcohol abuse. The Committee made a preliminary

report in May 1987 and submits a summary report
annually in December.

In July 1988, the Special House Committee on
Economic Development Strategy was created by
the Speaker of the House of Delegates to help foster
a healthy business climate and to formulate long-
term policies and strategies that promote economic
development and business growth in Maryland.
Policies and strategies devised by the Committee
will guide legislative decision-making on economic
initiatives.
The Committee is comprised of sixteen members
appointed by the Speaker from the six standing
committees of the House of Delegates, with extra
representation from the Appropriations Committee
and Economic Matters Committee.
