STATE POLICE LOCAL SUBDIVISIONS SECTION
The State Police Local Subdivisions Section pro-
vides police services on contract to local govern-
ments in Maryland. Under agreements, the State
Police assumes responsibility for all or a portion of
a local police force for a county or municipality
(Code 1957, Art. 88B, sec. 63). In addition, the
Superintendent of the Maryland State Police ad-
ministers the State Aid for Police Protection Fund
(Code 1957, Art. 15A, secs. 35-39).
EMERGENCT OPERATIONS SECTION
The Emergency Operations Section includes the
Special Tactical Assault Team Element (STATE)
and the Hostage Recovery Team (HRT). These
teams are comprised of personnel skilled in special
tactics to respond to barricade and hostage situa-
tions, sniper incidents, rescue operations, and other
extraordinary occurrences.
Throughout the State, the State Police main-
tains trained K-9 teams. Their primary purpose is to
prevent and detect crime. All teams are trained in
basic police procedures, and some are specially
trained in detecting explosive substances, narcotics,
and firearms. Bloodhounds also are used to search
for lost and wanted persons.
CRIME PREVENTION SECTION
The Crime Prevention Section conducts crime
prevention surveys of commercial and residential
properties. The Section provides training to State
Police field personnel and all other Maryland law
enforcement agencies. It also offers lectures, dem-
onstrations, and literature for civic, business, and
other target groups.
TRAFFIC OPERATIONS SECTION
The Traffic Operations Section conducts and
coordinates all major highway safety projects, such
as Combined Accident Reduction Effort (CARE),
safety belts, and Driving While Intoxicated (DWI)
programs. The Section also gathers highway statis-
tics, supervises the Fatal Accident Reporting Sys-
tem (EARS), and manages all federal highway
safety grants.

Appointed by the Secretary of Public Safety and
Correctional Services, the State Fire Marshal en-
forces all Maryland laws dealing with fire preven-
tion, electrical safety, and the storage, sale, and use
of explosives and combustibles. The State Fire Mar-
shal also enforces all State laws on installation and
maintenance of fire detection and control equip-
ment, fire exits in public buildings, and suppression
of arson (Code 1957, Art. 38A).

The Fire Prevention Commission was estab-
lished by Chapter 46, Acts of 1964, to replace the
position of ex offido Fire Marshal held by the
Insurance Commissioner since 1916 (Chapter 521,
Acts of 1916). The Commission promulgates reg-
ulations for the safeguarding of life and property
