protection of law. The agency also preserves the
public peace; detects and prevents crime; and en-
forces the laws and ordinances of the State and its
local subdivisions. It apprehends and arrests crimi-
nals and those who violate or are lawfully accused
of violating such laws and ordinances; and preserves
order in public places. In addition, the agency main-
tains the safe, orderly flow of traffic on public streets
and highways and cooperates with and assists law
enforcement agencies in carrying out their duties.

The agency has statewide jurisdiction except in
incorporated municipalities. Within municipalities
the agency may exercise jurisdiction under certain
conditions, as regulated by statute (Code 1957,
Art. 88B, secs. 3, 4, 20, and 23). The State Police
also enforces the laws relating to controlled danger-
ous substances (narcotics) throughout the State
with no jurisdictional limitations (Code 1957, Art.
27,sec.298(g)).

Appointed by the Governor with Senate advice
and consent, the Superintendent serves at the plea-
sure of the Governor. The Superintendent may
designate two deputy superintendents with the ap-
proval of the Secretary of Public Safety and Correc-
tional Services (Code 1957, Art. 88B, secs. 14,16).

SERVICES BUREAU

Formerly known as the Logistical Services Bu-
reau, the Services Bureau is responsible for Finance,
Personnel Management, Capital Improvements,
Training, Supply, and Motor Vehicles, as well as the
Criminal Records Central Repository, Central Ac-
cident Records Division, Electronic Services Divi-
sion, and Telecommunications Division. The State
Police, through its Services Bureau, operates a Po-
lice Academy for the training of its personnel. These
facilities are available to all other law enforcement
agencies throughout the State.

CRIMINAL RECORDS CENTRAL REPOSITORY

The Criminal Records Central Repository com-
piles and analyzes statistics on criminal activity re-
ceived from all law enforcement jurisdictions in the
State. Analyses of figures indicating trends and
other pertinent statistical data appear in quarterly
reports and an annual report entitled Crime in
Maryland (Code 1957, Art. 27, secs. 742-755).
The Criminal Records Central Repository collects,
stores, and disseminates criminal history record in-
formation.

CENTRAL ACCIDENT RECORDS DIVISION

The Central Accident Records Division receives,
compiles, analyzes, and distributes motor vehicle
accident reports from all Maryland law enforcement
agencies. Aggregate accident data is provided to the
State Highway Administration and police agencies;

individual records are provided as requested to in-
dividuals.

ELECTRONIC SERVICES DIVISION

The Electronic Services Division maintains com-
munication equipment for State Police and allied
local, State and federal agencies. The Division main-
tains electronic devices, including VASCAR and
RADAR for the State Police, and assists other
agencies when equipment is of similar design.

SPECIAL OPERATIONS BUREAU

The Special Operations Bureau performs spe-
cialized investigation functions, specific industry
regulatory activities, and certain statewide law en-
forcement support functions. The Bureau is re-
sponsible for the Intelligence Unit and nine
Divisions: Airport, Automotive Safety Enforce-
ment, Aviation, Crime Laboratory, Executive Pro-
tection, Investigation, Licensing, Narcotics, and
Truck Enforcement.

INTELLIGENCE UNIT

The Intelligence Unit gathers information per-
taining to organized crime, narcotics trafficking,
and other strategic data. Within the Intelligence
Unit is the State Clearinghouse for Missing Chil-
dren.

Now within the Intelligence Unit, the State
Clearinghouse for Missing Children was established
in 1985 (Chapter 496, Acts of 1985). The Clear-
inghouse receives, collects, and distributes general
information and annual statistics regarding missing
children. The Clearinghouse coordinates this work
with law enforcement agencies and persons or
groups concerned with children who have disap-
peared from or are thought to be located in Mary-
