The Boating Administration was formed by the
Department in 1988. Within the Administration
are three Programs: Planning and Policy; Waterway
Improvement; and Operations.
PLANNING AND POLICY PROGRAM

The Planning and Policy Program plans for the
use of Maryland's waterways and the location of
marine-related facilities. The Program also serves as
liaison with the boating industry. From the Boat
Dealer Advisory Council and the Boat Act Advisory
Committee, the Program solicits advice on policies
and regulations to protect public safety, welfare, and
recreational interests in Maryland waters.

BOAT ACT ADVISORY COMMITTEE

Appointed by the Secretary of Natural Re-
sources, the Council advises the Secretary on Legis-
lation that affects the boating industry in Maryland
(Code Natural Resources Article, sec. l-102(d)).
WATERWAY IMPROVEMENT PROGRAM

The Waterway Improvement Program was cre-
ated in 1972 to serve the boating public (Chapter
348, Acts of 1972). The Program places and main-
tains navigational aids, clears debris and obstruc-
tions from waters of the State, and removes derelict
vessels. The Program also undertakes ice breaking
and dredging, and constructs regional boating fa-
cilities and local small-boat launching ramps, piers,
and ancillary facilities.
OPERATIONS PROGRAM

The Operations Program is responsible for
State-owned marinas and vessels.
The State maintains two public marinas. At
Crisfield, Somers Cove Marina is the home of the
Annual Crab Derby. Ft. Washington Marina is lo-
cated at Piscataway Bay off the Potomac River.

The Program maintains three State-owned ves-
sels and schedules their use. They include the
Governor's yacht Independence; a management
work boat Declaration, used to assist Chesapeake
Bay projects and scientific research; and the Anna
McGarvey, the State Skipjack designed for educa-
tional purposes to promote the heritage and resto-
ration of Chesapeake Bay.

The Water Resources Administration, formerly
the Department of Water Resources, was created in
1972 (Chapter 348, Acts of 1972). The Adminis-
tration protects, manages, and develops the water
resources of the State. Served by two advisory
boards, the Administration conducts three pro-
grams: Water Management, Resource Protection,
and Watershed Protection. The Administration also
is responsible for the Bureau of Mines.
