COASTAL RESOURCES DIVISION

In 1973, the Governor designated the Depart-
ment of Natural Resources to receive and adminis-
ter federal grants pursuant to the federal Coastal
Zone Management Act of 1972. By Executive
Order in 1978, the Governor declared the Coastal
Zone Management Program to be State policy for
activities in Maryland's coastal areas.
The Coastal Resources Division administers the
Coastal Zone Management Program with grants
from the National Oceanic and Atmospheric Ad-
ministration. The Program is based upon the laws,
regulations, authorities, expertise, and perspectives
of six State Departments (Agriculture, Health and
Mental Hygiene, Housing and Community Devel-
opment, Natural Resources, Budget and Fiscal
Planning, and Transportation); sixteen coastal
counties and Baltimore City; two regional planning
agencies; and numerous federal agencies.
The Division coordinates the many Program
participants, ensuring that all State and federal
actions accord with the State's coastal resources
policy The Division offers technical and financial
assistance to local governments and State agencies,
improves the quality and extent of coastal decision-
making information, and provides for a balance in
the management of the State's coastal resources.
The Division also encompasses six of the Ches-
apeake Bay Initiatives of 1984-1985. Local govern-
ments are assisted in designing and administering
Non-Tidal Wetlands protection plans through
training and education programs. The Submerged
Aquatic Vegetation Initiative has established a five-
year planting effort to assess planting techniques,
proper species of vegetation, and water quality and
habitat improvement. Using marsh grass plantings,
the Non-Structural Shore Erosion Control Pro-
gram reduces erosion and sedimentation into the
Bay and its tributaries (Chapter 324, Acts of 1985).
The Monitoring and Data Management Program
assesses trends in water quality, the causes and
effects of water quality levels on living resources,
and the effect of management decisions. It also
serves as a framework for directing applied research

(Chapter 299, Acts of 1985). The Regional Data
Center, a centrally located facility jointly maintained
with the U.S. Environmental Protection Agency,
houses data from this program. The Center helps
coordinate the federal/interstate system and pro-
vides a computer data base for use by the Bay
Restoration Program. Lastly, the Shoreline Im-
provement Loan Fund assigns grants to local gov-
ernments for projects to enhance the Chesapeake
Bay shoreline (Chapter 789, Acts of 1984).
Other Division responsibilities include Public
Access Planning, and a Public Participation Pro-
gram which works to ensure public involvement in
Maryland's Coastal Zone Management Program.
The Division is aided by the Advisory Commit-
tee for the Chesapeake Bay National Estuarine Re-
search Reserve and the Coastal Resources Advisory
Committee.

Formerly the Estuarine Sanctuary Management
Committee, the Advisory Committee for the Ches-
apeake Bay National Estuarine Research Reserve
was created in 1985. The Committee, appointed by
the Secretary of Natural Resources, works to estab-
lish estuary areas for research.

CHESAPEAKE BAY RESEARCH AND
MONITORING DIVISION

The Chesapeake Bay Research and Monitoring
Division was created by the Department in 1988.
The Division consolidates scientific programs of the
Tidewater Administration in the areas of fisheries
research, habitat impacts, acid deposition, topical
power plant research, and the Oxford Laboratory.
This consolidation reflects the importance of the
Chesapeake Bay Program as a vehicle for producing
long-term, far-reaching changes to protect and re-
store the Bay's living resources.
POWER PLANT AND ENVIRONMENTAL
REVIEW DIVISION

Created by the Department in 1988, the Power
Plant and Environmental Review Division is re-
sponsible for the environmental reviews formerly
carried out by the Fisheries Division, the Coastal
