The Department of Housing and Community Development was formed in 1987 (Chapter 311, Acts
of 1987). When the Department of Economic and Community Development was abolished in 1987, its
responsibilities for housing and community development were assigned to the Department of Housing
and Community Development.
The Department works to provide better housing for people of limited income, foster more livable
neighborhoods and communities, and promote Maryland's heritage and traditions.
Department programs are organized under four Divisions: Housing Finance (Community Develop-
ment Administration); Housing Insurance (Maryland Housing Fund); Community Assistance; and
Historical and Cultural Programs. Within the Division of Historical and Cultural Programs are the
Commission on Afro-American History and Culture, the Maryland Ethnic Heritage Commission, the
Commission on Indian Affairs, the St. Mary's City Commission, and the Maryland Historical Trust (Code
1957, Art. 83B, secs. 1-101 through 8-203).
OFFICE OF THE SECRETARY
The Secretary of Housing and Community De-
velopment is chief executive officer of the Depart-
ment. Appointed by the Governor with Senate
advice and consent, the Secretary sets policy, prom-
ulgates rules and regulations, and determines the
strategies to fulfill the Department's mandate. The
Secretary is responsible for the budget of the De-
partment and the budgets of the boards, commis-
sions, and offices under its jurisdiction.
The Secretary is assisted in administering the
Department by the Deputy Secretary The Deputy
Secretary is appointed by the Secretary with the
approval of the Governor.

technical support to the Department's programs
and agencies. It is responsible for Personnel, Equal
Opportunity, Purchasing and Procurement, and
General Services.

The Office of Public Information is the
Department's liaison with the news media and the
public. The Office disseminates information to the
news media, plans special events to promote De-
partment programs, and helps to produce Depart-
ment publications.

SERVICES

The Office of Research and Information Services
conducts research and policy analyses on housing
and community development issues. The Office
also oversees centralized data processing for the
Department.
