PROGRAM FOR HEARING-IMPAIRED
INFANTS

The Advisory Council for the Program for Hear-
ing-Impaired Infants was created in 1985 (Chapter
402, Acts of 1985). The Council advises the De-
partment of Health and Mental Hygiene on imple-
menting a program of early identification and
follow-up of hearing-impaired infants and infants
who risk developing hearing impairment. The
Council also advises the Department on educa-
tional programs for families, professionals, and the
public, as well as on informational materials distrib-
uted by the Department.

The Council consists often members appointed
by the Secretary of Health and Mental Hygiene.
Authorization for the Council continues until July
1,1989 (Code Health—General Article, secs. 13-
601 through 13-605).

FINANCE, AND REGULATION

The Deputy Secretary for Health Care Policy,
Finance, and Regulation oversees the principal
health regulatory functions of the Department and
provides leadership and guidance for the
Department's financing, regulatory and licensing
programs. This entails oversight of regulatory func-
tions of the State Health Services Cost Review
Commission and the State Health Resources Plan-
ning Commission; compliance with regulations and
standards of the Medical Care Compliance Admin-
istration, and Licensing and Certification Adminis-
tration; payments for services through the Medical
Care Operations Administration; and financing and
policy of the Health Systems Administration.

With the assistance of the Policy and Health
Statistics Administration, the Deputy Secretary de-
velops recommendations for the Secretary of

Department of Health & Mental Hygiene/271

Health and Mental Hygiene to modify and shape
the role of the Department. The Deputy Secretary
helps define health problems, evaluates Depart-
ment programs, and develops data on federal and
other external trends so as to advise the Secretary
on program emphasis and Department direction.
Under the Deputy Secretary are five administra-
tions: Policy Analysis and Health Statistics; Medical
Care Compliance; Medical Care Operations;
Health Systems Financing; and Licensing and Cer-
tification. The Office of Boards and Commissions
Programs and the State Board of Physician Quality
Assurance also are overseen by the Deputy Secre-
tary

The Deputy Secretary plans, directs, and evalu-
ates the State/federal Medical Assistance Program.
The Deputy Secretary is aided by the Medical As-
sistance Advisory Committee.

The Medical Assistance Program, known as
Medicaid, provides access to health care for categor-
ically and medically needy residents throughout
Maryland. Health care includes hospital inpatient
and outpatient services, laboratory and X-ray ser-
vices, nursing facility services, physician services,
and home health care. Additional health care is
available as indicated in the Medical Assistance
State Plan. The Program is implemented by the
Medical Care Compliance Administration, the
Medical Care Operations Administration, and the
Health Systems Financing Administration.

Health care expenses of the Program are feder-
ally matched on a 50/50 basis for approximately 90
percent of the recipients. For the remaining 10
percent, Program services are funded totally by
State and local funds (Code Health—General Arti-
cle, secs. 15-101 through 15-128).

The Office of Regulations Coordination pro-
vides a central clearinghouse for health regulations.
Here, regulations are reviewed and revised (Code
1957, Art. 41, sec. 206(k)). The Office provides
technical assistance to administrative units of the
Department.

in February 1988. The Office coordinates the
