WATER MANAGEMENT

Formerly under the Department of Health and
Mental Hygiene, the Water Management Adminis-
tration became part of the Department of the En-
vironment in 1987 (Chapter 306, Acts of 1987).
The Administration develops and implements pro-
grams to provide safe and adequate public drinking
water supplies. These include sediment control,
stormwater management, watershed sediment con-
trol, and water pollution control and abatement. To
protect State waters, the Administration is involved
in planning, compliance, permitting, and monitor-
ing actions.

The Administration issues municipaL discharge
permits; monitors water quality; and conducts
technical analysis, including mathematical model-
ing, of water quality problems. It reviews and revises
sewerage control plans, conducts needs surveys,
and determines priorities for construction of sewer-
age facilities.

The operation and maintenance of community
water supplies and public sewage treatment plants
is monitored by the Administration. Federal and
State grants are awarded by the Administration for
construction of treatment facilities. The Adminis-
tration also reviews and approves design plans for
water and sewerage treatment construction, and
conducts initial and final inspection of such con-
struction. In addition, the Administration protects
shellfish-growing and recreational waters, and resi-
dential on-site water and sewerage facilities.

The Administration works through five pro-
grams: Engineering and Construction; Commu-
nity Sewerage and Residential Sanitation; Water
Supply; Water Quality; and Chesapeake Bay and
Special Projects.

The Sediment and Stormwater Administration
originated as the Stormwater Management Admin-
istration in 1987. The Administration received its
present name in 1988 (Code Environment Article,
secs. 4-101 through 4-208).

WATERSHED PROTECTION PROGRAM
The Watershed Protection Program was created
within the Department of the Environment in 1987
(Chapter 306, Acts of 1987). Formerly it was ad-
ministered as the Stormwater Management Pro-
gram by the Water Resources Administration of the
Department of Natural Resources.

RESOURCE PROTECTION PROGRAM

The Resource Protection Program was estab-
lished in 1987 within the Department of the Envi-
ronment (Chapter 306, Acts of 1987). The
Program's functions derive from the Erosion and
Sediment Control Program and the Oil Control
Program formerly under the Water Resources Ad-
ministration of the Department of Natural Re-
sources.
