land and Baltimore City, Southern Maryland, and
Western Maryland. Regional members must be li-
censed well drillers, actively engaged in the well
drilling business in the State at the time of appoint-
ment. Of the remaining three members, one repre-
sents the public at large and serves as Board
chairperson; one represents the Department of
Natural Resources; and one the Department of the
Environment.

Authorization for the Board continues until July
1, 1991 (Code Environment Article, sees 13-101
through 13-602).

power; Procurement and Central Services; and Fis-

Formerly under the Department of Health and
Mental Hygiene, the Air Management Administra-
tion was transferred to the Department of the En-
vironment in 1987 (Chapter 306, Acts of 1987).
The Administration develops and implements pro-
grams for cleaner air. To this end, the Administra-
tion devises air resources management plans and
program strategies. It develops and enforces regu-
lations for control of emissions from stationary and
other sources. A comprehensive air monitoring sys-
tem is maintained statewide by the Administration
in order to institute regular and emergency proce-
dures for control of ambient pollutant levels.

The Administration works through three pro-
grams: Policy Analysis and Program Development;
Engineering and Enforcement; and Technical Ser-
vices. The Air Quality Control Advisory Council
and the Environmental Noise Advisory Council
support the Administration's work.

The Air Quality Control Advisory Council orig-
inated as the Air Pollution Control Council in 1963
(Chapter 806, Acts of 1963). It received its present
name in 1967 (Chapter 143, Acts of 1967). For-
merly under the Department of Health and Mental
Hygiene, the Council was placed within the De-
partment of the Environment in 1987 (Chapter
306, Acts of 1987). The Council advises the De-
partment on rules and regulations to control air
pollution.

The Council consists of not more than fifteen
members appointed by the Secretary of the Envi-
ronment. Three members represent the general
public. Additional members include a physician; a
professional engineer chosen from a list submitted
by the Baltimore section, American Society of
Chemical Engineers; a chemical engineer chosen
from a list submitted by the Maryland section,
American Institute of Chemical Engineers; and two
persons employed in a manufacturing or public
utility business in Maryland chosen from a list sub-
mitted by the Maryland Chamber of Commerce.
One member belongs to and is recommended by
the Regional Planning Council. One member is
appointed from a list submitted by the Maryland
Association of Counties. Four members are se-
lected, one each from lists submitted by the Chan-
cellor, University of Maryland System; President,
The Johns Hopkins University; President, Mary-
land State-District of Columbia AFL-CIO; and
Chairperson, Board of Directors, Council of Gov-
ernments of Metropolitan Washington. Terms of
members are five years, except for the Regional
Planning Council representive whose term coin-
cides with membership on that council (Code En-
vironment Article, secs. 2-201 through 2-206).
