The Center for Environmental Health origi-
nated as the Division of Environmental Disease
within the Department of Health and Mental Hy-
giene. In 1987, the Division was made part of the
Department of the Environment and renamed the
Center for Environmental Health.
Through environmental toxicology and risk as-
sessment, the Center evaluates the risks to human
health of exposures to environmental toxics. The
Center, through environmental epidemiology, con-
ducts investigations, surveillance, and special stud-
ies on diseases or exposures with identified or
suspected relationships to environmental agents,
such as carcinogenic or toxic substances.
The Center also is responsible for the Lead
Abatement and Demonstration Project, also
known as the Lead In Soil Program. By cooperative
agreement between the Department of the Envi-
ronment and the U.S. Environmental Protection
Agency, the Center investigates the effects of re-
moval and abatement of lead-contaminated soil
with respect to childhood lead exposure.

The Center for Special Toxics was created in
October 1988. The Center is responsible for the
Lead Poisoning Prevention Program, Asbestos and
Industrial Hygiene Services, the State Employees
Asbestos Program, and two federally funded pro-
grams: Asbestos Hazard Emergency Response Act
(the asbestos in schools program); and PCB (Poly-
chlorinated Biphenyls) Compliance Awareness.

The Assistant Secretary for Planning and Capital
Programs oversees the Department's planning pro-
cess and capital programs. The Assistant Secretary
also is responsible for the Maryland Water Quality
Financing Administration.

The Maryland Water Quality Financing Admin-
istration was created in 1988 (Chapter 535, Acts of
1988). The Administration maintains and adminis-
ters the Maryland Water Quality Revolving Loan
Fund. Through the Fund, local governments may
secure financial assistance for wastewater treatment
facilities in accordance with Title VI of the federal
Clean Water Act of 1987 (PL. 100-4). The Fund
finances loans to local governments for construc-
tion projects to abate and control water pollution
and thereby improve water quality. Loans from the
Fund may be used to buy or refinance debt obliga-
tions of local governments. They also may help
guarantee or purchase insurance for bonds, notes
or other evidences of obligation issued by a local
government (Code Environment Article, secs. 9-
1601 through 9-1622).

The State Board of Environmental Sanitarian
Registration was created in 1969 as the Board of
Sanitarian Registration (Chapter 434, Acts of
1969). It adopted its present name in 1984 (Chap-
ter 560, Acts of 1984). Formerly under the Depart-
ment of Health and Mental Hygiene, the Board
