The Rehabilitation and Employment Advisory
Commission was created in 1988 within the Divi-
sion of Vocational Rehabilitation (Chapter 231,
Acts of 1988). By July 1,1989, the Commission is
to develop and thereafter annually update a State
Plan for rehabilitation and employment of the dis-
abled. The Plan is to create incentives for the pro-
vision of services to the disabled; assure program
accountability; evaluate personnel matters;
recommend funding levels; and recommend place-
ment incentives.
The Commission has seventeen members. Nine
members are appointed by the Governor; one by
the Senate President; and one by the House
Speaker. Two members represent regional advisory
committees to the Division of Vocational Rehabili-
tation; and four serve ex officio. Public members
serve four-year terms. The Governor designates the
chairperson (Code Education Article, sec. 21-308).

At the Maryland Rehabilitation Center, eligible
handicapped persons may undergo a comprehen-
sive program of evaluation, counseling, and training
while residing on the premises.
Consultation services are available for work-
shops and facilities used for federally funded pro-
grams.

The Correctional Education Program provides
academic and vocational instruction and library
services to residents of institutions administered by
the Division of Correction of the Department of
Public Safety and Correctional Services. Teachers
and librarians provide direct services. The Program
also coordinates services of postsecondary institu-
tions and other educational agencies within the
correctional facilities.
Program services include basic academic instruc-
tion with an emphasis on literacy skills. Academic
instruction also prepares students for the General
Education Development (GED) examination. Stu-
dents passing this examination are awarded Mary-
i land high school diplomas.
