The Education Coordinating Council for Cor-
rectional Institutions was created in 1975 to de-
velop educational programs in each correctional
institution within the Division of Correction
(Chapter 539, Acts of 1975).

The Council has four ex officio members, and
one public member appointed to a four-year term
by the Governor. The State Department of Educa-
tion provides technical and clerical assistance to the
Council. While under the jurisdiction of the De-
partment of Public Safety and Correctional Ser-
vices, the Council is within the State Department
of Education for budgetary and administrative pur-
poses (Code Education Article, secs. 22-101
through 22-104).

The Education Coordinating Council for State
Hospital Centers and Juvenile Institutions was
formed in 1976 (Chapter 539, Acts of 1976). The
Council develops an educational program for each
State hospital center and juvenile residential insti-
tution within the Department of Health and Men-
tal Hygiene. The Council is within the State
Department of Education for administrative and

budgetary purposes only Technical assistance and
support for the Council are provided by the Depart-
ment of Health and Mental Hygiene and the State
Department of Education.

The Council consists of thirteen members. Eight
serve ex officio and five are public members ap-
pointed to five-year terms by the Governor (Code
Education Article, secs. 22-201 through 22-205).

The Bureau of Educational Support is responsi-
ble for three Divisions: Certification and Accredit-
ation; Instructional Technology; and Library
Development and Services.

DIVISION OF CERTIFICATION AND
ACCREDITATION

The Division of Certification and Accreditation
regulates and administers the certification of teach-
ers and the accreditation of nonpublic schools.

The Division issues certificates to teachers in
public and private schools and in various institu-
tions of the State. It interprets certification stan-
dards and administers interstate reciprocity in
certification of teachers. The Division also provides
an advisory and consultative service on school staff-
ing.

Teacher education programs offered by State
colleges and universities are evaluated by the Divi-
sion, which provides consultative services for im-
proving such programs.

The Division interprets and implements State
statutes and State Board of Education bylaws relat-
ing to the approval of nonpublic education from
nursery school through secondary school. Certifi-
cates are issued to approved schools.

The Division administers the General Education
Development (GED) testing program that leads to
the attainment of the Maryland high school di-
ploma. It also administers the Maryland Profes-
sional Development Academy and internal staff
development programs.
