The Correctional Litigation Unit is responsible
for the representation of State's Attorneys in any
lawsuit challenging their official actions, and of
sheriffs where the matter involves correctional mat-
ters. The Unit also represents State officials and
employees who are sued in State or federal courts
by prisoners for violations of their constitutional
rights in State prisons.

The Criminal Investigations Division is author-
ized by the Governor to investigate and prosecute
a broad range of criminal activity (Const., Art. X
sec. 3).

The Division focuses on crimes by State employ-
ees, fraud against the State, multi-county frauds,
public corruption, and criminal violations of the
State tax laws. In addition, the Division assists
State's Attorneys' Offices where there is a need for
additional resources or special expertise in a com-
plex criminal investigation.

Within the Criminal Investigations Division are
the Medicaid Fraud Control Unit and the Environ-
mental Crimes Unit.

The Medicaid Fraud Control Unit investigates
physicians, dentists, nursing homes, hospitals,
pharmacies, and other health care providers receiv-
ing Medicaid funds. Seventy-five percent of the
operating funds of the Unit come from federal
sources.

The Educational Affairs Division represents all
State educational agencies, institutions, boards and
commissions, including the State Department of
Education, University of Maryland System, Mary-
land Higher Education Commission, Morgan State
University, St. Mary's College of Maryland, and
Maryland Public Broadcasting Commission. As
counsel to this clientele, Division attorneys handle
court litigation, administrative proceedings, day-to-
day advice, and preventive law counseling.
