The Governor's Executive Council originated as
the Governor's Advisory Council in 1922 (Chapter
29, Acts of 1922). It was reorganized in 1969asthe
Governor's Executive Council to coordinate, direct,
and supervise State government (Chapter 156,
Acts of 1969). The Council consists of the Gover-
nor, the Lieutenant Governor, the Secretary of
State, the secretary of each principal department of
the Executive Branch of State government, the
State Superintendent of Schools, the Secretary of
Higher Education, and the Director on Aging. The
Governor may appoint an Executive Secretary for
the Council (Code State Government Article, secs.
8-101, 8-105).

The Subcabinet for Children and Youth was
formed by the Governor in 1987. The Subcabinet
coordinates all programs concerned with children
and youth.
CHILDREN AND EAMUT SERVICES REFORM
PROJECT

The Children and Family Services Reform Proj-
ect was established by the Governor in June 1988
(Executive Order 01.01.1988.11). It is a pilot proj-
ect designed to create a model children and family
services system.
With the assistance of the Subcabinet for Chil-
dren and 'ibuth, the Project will develop policies
and procedures to coordinate interagency planning
and budgeting for all State programs concerned
with the needs of young children and adolescents
who are abused, neglected, or abandoned, or emo-
tionally disturbed, handicapped, or pregnant. Co-
ordination also will extend to programs for young
people who are runaways or substance abusers, as
well as those who are dependent, homeless, habit-
ually truant, ungovernable, or delinquent. Addi-
tionally, coordination will include programs for
youth who are at-risk from these conditions and for
their families.
The Project will review State statutes and regu-
lations on children and family services and propose
changes to use all available government and private
resources for essential services for children and fam-
ilies.
In selected areas, the Project will devise and
implement new local service delivery systems. It
then will develop plans for extending those systems
promptly throughout the State with the
Governor's approval.
