Maryland financial support for the Council
comes from the participating Maryland counties
and from the State as provided in the budget for
the Department of Housing and Community De-
velopment (Code 1957, Art. 32B, sees. 1-101
through 1-111).

The Education Commission of the States oper-
ates under the provisions of the Compact for Edu-
cation, which Maryland ratified in 1966 (Chapter
128, Acts of 1966). The Commission was created
to establish and maintain close cooperation and
understanding among executive, legislative, pro-
fessional educational, and lay leadership on a na-
tionwide basis at the state and local levels.

The Commission informs political and educa-
tional leaders of current trends and ideas in edu-
cation and provides a forum for public policy al-
ternatives in the field of education. The
Commission also provides a clearinghouse of in-
formation on matters relating to educational
problems and how they are being addressed
throughout the United States. This information is
made available to executive and legislative
branches of state government, local communities,
and lay and professional groups in the field of ed-
ucation. Maryland pays an annual state member-
ship assessment. A publications list is available
upon request.

The members of the Maryland Education Coun-
cil represent Maryland on the Commission.

MARYLAND EDUCATION COUNCIL

The Maryland Education Council was created
in 1966 to represent Maryland on the Education
Commission of the States (Chapter 128, Acts of
1966). The Council consists of seven members.
The Governor appoints three members who are
interested in educational matters and who reflect
the interests of the State government, higher edu-
cation, the State educational system, and local ed-
ucation. Their terms coincide with those of the
appointing Governor. The President of the Senate
and the Speaker of the House of Delegates each
appoint one member. The Governor and the State
Superintendent of Schools serve ex officio (Code
Education Article, sees. 25-101 through 25-104).

The Metropolitan Airports Authority was creat-
ed in 1986 by federal law (P.L. 99-591). As an in-
dependent regional body, the Authority oversees
the operation of Washington National and Dulles
International Airports, formerly operated by the
federal government. The transfer from federal to
regional control allows the authority to issue tax-
exempt bonds that will finance major capital im-
provements at the airports.

Operational authority for the airports is provid-
ed under a 50-year lease to the Metropolitan Air-
ports Authority. A Congressional board of review
retains the power of veto over actions involving
annual budgets, bond issues, regulatory changes,
adoption or revision of a master plan, and ap-
pointment of a chief executive officer.

The Authority consists of eleven members: five
are appointed by the Governor of Virginia, three
by the Mayor of the District of Columbia, two by
the Governor of Maryland, and one by the Presi-
dent of the United States.
