supervises the activities of the State Investment
Agency on behalf of the Board of Trustees. The
Council reviews all investment programs to ensure
compliance with established policy. The Council
prepares and periodically updates an operations
manual detailing the functions of the Investment
Council, the goals and objectives of the several in-
vestment programs, and the policies governing in-
vestment selection and retention. The Agency
may commingle assets of the several pension sys-
tems, provided that it maintains records of the
percentage participation of each system in any in-
vestment.

The Council consists of nine members. Six are
appointed by the Board of Trustees from among
its membership for four-year terms, one each rep-
resenting the Employees' System, the Teachers'
System, the State Police System, and three of
whom are appointed or ex officio trustees. Three
public members are appointed by the Board of
Trustees with the approval of the Board of Public
Works for four-year terms. Public members may
not be members or beneficiaries of any of the pen-
sion systems and must have experience in the
management and control of large investment
funds. The Board of Trustees annually designates
the chairperson and vice-chairperson of the In-
vestment Council (Code 1957, Art. 73B, sec. 161).

This agency is responsible for the investment of
the funds of the several State pension systems as
specified by the State Investment Council with the
approval of the Board of Trustees. The executive
director, who is appointed by and serves at the
pleasure of the Board of Trustees, is responsible
for planning, directing, coordinating, and execut-
ing the functions of the agency in conformance
with regulations and policies established by the
Board (Code 1957, Art. 73B, sec. 161).

The State's Attorneys' Coordination Council
was created by Chapter 710, Acts of 1977. The
same act established the office of State's Attor-
neys' Coordinator. The Coordinator is selected by
and serves at the pleasure of the Council.

The State's Attorneys' Coordinator has the re-
sponsibility to establish and implement standard
and specialized training programs and provide
materials for State's Attorneys and their profes-
sional staffs, as well as to provide and coordinate
continuing legal education programs and services
for them. With the approval of the Council, he es-
tablishes and implements uniform reporting pro-
cedures for State's Attorneys and their staffs and
meets and confers regularly with the Attorney
General, the State's Attorneys, and the State's At-
torneys' Coordination Council. The Coordinator
also serves as a liaison between Maryland's State's
Attorneys and local, state, and federal law en-
forcement agencies and organizations.

Annually, the State's Attorneys' Coordinator
reports to the Governor, the Attorney General,
the General Assembly, the State's Attorneys' Co-
ordination Council, and the Maryland State's At-
torneys' Association. The State's Attorneys Coor-
dination Council annually submits to the
Governor a consolidated budget for the office of
State's Attorneys' Coordinator.

The Coordinator's Office publishes a bi-monthly
newsletter, The Maryland Prosecutor, as well as
specialized manuals on subjects of concern to
Maryland prosecutors.

The State's Attorneys' Coordination Council is
