Each District Advisory Board for the Public
Defender system studies and observes the opera-
tion of the district public defender office. The
Board advises the Public Defender and the district
public defender with respect to panels of attor-
neys, fees, and other matters pertaining to the op-
eration of the district public defender office and
the Public Defender system.
For each district of the District Court, there is a
District Advisory Board for the Public Defender
System. Each Board is composed of five members.
One member is the judge of the Circuit Court or
the District Court in the district. Four members
must be active attorneys-at-law; they are ap-
pointed by the Governor for three-year terms.
Annually, the Governor designates the chairper-
son of each board (Code 1957, Art. 27A, sec. 10).

The Public Service Commission was established
in 1910 (Chapter 180, Acts of 1910). It has juris-
diction over common carriers engaged in the pub-
lic transportation of passengers or freight within
the State of Maryland, except those carriers of
passengers that come within the jurisdiction of the
Washington Metropolitan Area Transit Commis-
sion (Chapter 613, Acts of 1959). The Public Ser-
vice Commission also has jurisdiction over all
taxicabs operating in Baltimore City, Baltimore
County, Cumberland, and Hagerstown. The Com-
mission licenses taxicab drivers in Baltimore City.
It also has assumed the rate-setting function for-
merly exercised by the Board of Examiners of
Maryland Pilots (Chapter 726, Acts of 1984).
The Commission exercises jurisdiction over all
gas, electric, telephone, telegraph, water, sewage
