The Commission was established in 1984
(Chapter 413, Acts of 1984). It studies the eco-
nomic, fiscal and social effects of professional
sports franchises in order to encourage their re-
tention, expansion, and location in Maryland. For
this purpose, the Commission recommends ac-
tions and incentives to the Governor and General
Assembly to whom it reports annually.
The Commission consists of thirteen members
appointed to three-year terms by the Governor.
Three represent professional sports in Maryland.
Three represent State and local government.
Three represent the general public. Two members
are senators selected by the President of the Sen-
ate, and two members are delegates selected by
the Speaker of the House of Delegates. Authoriza-
tion for the Commission continues until July 1,
1994 (Code 1957, Art. 41, sees. 10-701 through
10-707).

The Property Tax Assessment Appeals Boards
are responsible for hearing appeals filed in matters
relating to the value of property in the twenty-
three Maryland counties and Baltimore City. The
Office of the Administrator coordinates the ad-
ministrative and related support to the twenty-
four boards on regulatory, budgetary, personnel,
and legal matters. The Administrator promulgates

uniform rules and regulations governing the activ-
ities of the Property Tax Assessment Appeals
Boards of the counties and Baltimore City, and is
responsible for the consistent application of those
rules and regulations. The Administrator devises
and prescribes uniform blanks for orders, state-
ments advising taxpayers of their right to appeal,
and other notices or reports required by the local
boards.
Each Property Tax Assessment Appeals Board
consists of three members and one alternate.
Members are appointed by the Governor for five-
year terms. The Governor designates the chairper-
son.
Each Property Tax Assessment Appeals Board
has jurisdiction over all appeals in that county or
Baltimore City concerning property tax assess-
ments, Homeowner's Tax Credit Program,
Renter's Tax Credit Program, Agricultural Land
Preservation Easement Program, and any other
local tax matters that the county or Baltimore
City assigns to the Board for hearing. This juris-
diction includes but is not limited to appeals con-
cerning local tax credits, local taxes and special
taxing areas (Code Tax—Property Article, Title
3).
