The Maryland Transportation Commission was
created in 1970 (Chapter 526, Acts of 1970). The
Commission studies the entire State transporta-
tion system. It advises and makes recommenda-
tions to the Secretary and Administrators on poli-
cy formulation and program execution.
The Commission consists of seventeen members.
Ten are appointed for three-year terms by the
Governor with the advice of the Secretary. The

seven regional members of the State Roads Com-
mission serve ex officio. The Governor designates
the chairperson (Code Transportation Article,
sees. 2-201 through 2-205).

The Board of Review of the Department of
Transportation is charged with hearing and deter-
mining appeals from certain decisions of the Sec-
retary or of any administration or agency within
the Department.
The Board consists of seven members appointed
for three-year terms by the Governor with the ad-
vice of the Secretary and the advice and consent
of the Senate. At least four members must rep-
resent the public. The remaining members are
required to have knowledge and experience in one
or more of the fields under the Department's ju-
risdiction (Code Transportation Article, sees.
2-501 through 2-506).

The Transportation Professional Services Selec-
tion Board was created in 1974 (Chapter 732,
Acts of 1974). The Board makes recommenda-
tions to the Board of Public Works on the award
of architectural or engineering services where the
contract exceeds $100,000. Actions of the Board
are governed by the Maryland Procurement of
Architectural and Engineering Services Act —
Transportation Agencies (Code State Finance and
Procurement Article, sees. 19-101 through
19-118) and the requirements of the State Pro-
curement Regulations (COMAR 21.12.02).
