Origins of the Department of State Planning date back to 1933 with the formation of the State Plan-
ning Commission (Chapter 39, Acts of Special Session of 1933). The Commission was replaced by the
State Planning Department in 1959 (Chapter 543, Acts of 1959). This latter agency in 1969 became the
present Department of State Planning (Chapter 155, Acts of 1969).
The Department of State Planning is the Governor's staff agency for planning matters. Its major
functions are first, to plan for State government itself, through the capital program and provision of as-
sistance to State agencies, and second, to plan for overall State growth and development, through prep-
aration of plans and policies for the State's resources, and coordination of economic, environmental,
and social policies and programs.
The Department publishes numerous studies, capital programs, and reports containing land use, eco-
nomic, facility and demographic data. Publication inquiries should be directed to the Office of the Sec-
retary.
OFFICE OF THE SECRETARY
The Office of the Secretary provides direction to
the Department and performs other specific du-
ties. Among these duties is participation on many
boards, commissions, and committees mandated
by the General Assembly or by appointment of
the Governor.
The Secretary chairs the Executive Management
Board, which oversees the planning and construc-
tion of the district court/multi-service center pro-
gram of regional offices for State agencies.
The Patuxent River Commission is chaired by
the Secretary, and she is a member of the Chesa-
peake Bay Critical Area Commission, the Inter-
agency Committee on School Construction, the
Agricultural Land Preservation Foundation, and
the Capital Debt Anbrdability Committee.
Other activities of the Secretary's office are leg-
islative analysis, public communication, and vari-
ous interagency and intergovernmental coordina-
tion functions. Planning workshops and
conferences are promoted by this Office.

The major functions of the Department are met
through two principal operating divi-
sions—Capital Program Planning and Compre-
hensive Policy Planning—and three support of-
fices—State Clearinghouse for Intergovernmental
Assistance, Office of Planning Data, and Office of
Administration.

The State Planning Commission is an advisory
board to the Department of State Planning. The
Commission advises and reports to the Secretary
of State Planning on all matters submitted to it by
the Secretary. It considers current operations and
activities of the Department, development issues,
