In 1975, the Board of Patuxent Institution and
the Advisory Board for Defective Delinquents
(Chapter 476, Acts of 1951) were merged into a
single board, known as the Board of Patuxent In-
stitution (Chapter 284, Acts of 1975). The Board
consults and advises the Director and the Secre-
tary with respect to the operation, programs,
services, personnel, and rules and regulations of
Patuxent Institution.
The Board of Patuxent Institution includes
three ex officio and fourteen appointed members.
Appointed members include a professor of psychi-
atry at the University of Maryland Medical
School appointed by the Secretary upon nomina-
tion of the University president; a professor of
psychiatry at The Johns Hopkins University Med-
ical School appointed by the Secretary upon nom-
ination of the University president; a competent
sociologist or criminologist from the University of
Maryland faculty appointed by the Secretary upon
nomination of the University president; a compe-
tent sociologist or criminologist from The Johns
Hopkins University faculty appointed by the Sec-
retary upon nomination of the University presi-
dent; a full-time professor of constitutional or
criminal law at the University of Maryland Law
School appointed by the Secretary upon nomina-
tion of the Law School dean; a full-time professor
of constitutional or criminal law at the University
of Baltimore Law School appointed by the Secre-
tary upon nomination of the Law School dean;
two practicing members of the Maryland Bar with
at least five years experience in the trial of civil or
criminal cases; and six persons from the general
public, appointed by the Secretary with the ap-
proval of the Governor and the advice and con-
sent of the Senate. Appointed members serve four-
year terms (Code 1957, Art. 31B, sees. 1-16).

The Institutional Board of Review was created
in 1951 (Chapter 467, Acts of 1951). At least an-
nually, the Board reviews the status of each in-
mate at Patuxent Institution. The Board may
grant leave or parole and, if it determines that the
individual is no longer eligible for the Institution's
programs, it may order him transferred to the ju-
risdiction of the Commissioner of Correction. If a
person has successfully completed three years pro-
bation without violation, the Board may petition
the court to suspend or vacate the remaining sen-
tence.
The Board is composed of eight members. They
include the Director and three Associate Direc-
tors of Patuxent Institution, a professor of the
University of Maryland School of Law, a profes-
sor of the University of Baltimore School of Law,
one of the two members of the Board of Patuxent
Institution who are members of the Maryland
Bar, and a sociologist appointed by the Board
from the faculty of an accredited institution of
higher education in Maryland.

The Commission on Correctional Standards was
created in 1980 to improve standards for correc-
tional facilities and programs and to ensure com-
pliance with standards for the public health, safe-
ty, and welfare (Chapter 535, Acts of 1980). The
Commission advises the Secretary regarding stan-
dards for State and local correctional facilities;
provides technical assistance to jurisdictions; au-
dits facilities to determine compliance with appli-
cable correctional standards; and determines
schedules for remedial action of jurisdictions in
noncompliance with standards. After a public
hearing, the Commission may order the closing of
a correctional facility determined to be in non-
compliance with established standards. It also re-
views and acts on appeals of staff audit reports.
