Established in 1968, the Criminal Injuries Com-
pensation Board assists victims of crime (Chapter
455, Acts of 1968). The Board administers a com-
pensation program for innocent persons suffering
physical injury or death as a result of criminal
acts or in their efforts to prevent crime or appre-
hend persons committing or attempting to commit
crimes. The Board maintains an office and staff to
hear claims for awards filed with it.

The Board consists of three members appointed
for five-year terms by the Secretary of Public Safe-
ty and Correctional Services, with the approval of
the Governor and the advice and consent of the
Senate. No more than two members may belong
to the same political party. One member must
have been admitted to the practice of law in
Maryland for not less than five years prior to ap-
pointment. With the approval of the Governor,
the Secretary designates the chairperson. The
Board appoints the executive director through the
State Merit System (Code 1957, Art. 26A).

Created in 1984, the Explosives Advisory Coun-
cil advises, assists, and recommends to the De-
partment rules and regulations for the storage,
use, manufacture, and transportation of explosives
material (Chapter 694, Acts of 1984). The Coun-
cil reviews Department rule and regulation pro-
posals that affect the manufacture, use, or distri-
bution of explosives, and recommends changes in
State laws regulating them. On a continual basis,
it reviews new developments in the explosives in-
dustry, including safety precautions, techniques
for blasting, and federal regulations.

The Council consists of not more than 19 mem-
bers. They are appointed to five-year terms by the
Governor. The Council reports annually to the
Governor, the Secretary of Public Safety and Cor-
rectional Services, and the Fire Marshal (Code
1957, Art. 41, sec. 4-106).

FIRE MARSHAL

Appointed by the Secretary of Public Safety and
Correctional Services, the State Fire Marshal en-
forces all laws of the State dealing with fire pre-
vention, electrical safety, and the storage, sale,
and use of explosives and combustibles. The State
Fire Marshal also enforces all State laws on instal-
lation and maintenance of fire detection and con-
trol equipment, fire exits in public buildings, and
suppression of arson (Code 1957, Art. 38A).

The Fire Prevention Commission was estab-
lished by Chapter 46, Acts of 1964, to replace the
position of ex officio Fire Marshal held by the In-
surance Commissioner since 1916 (Chapter 521,
Acts of 1916). The Commission promulgates reg-
