The Energy Administration was originally in-
corporated into the Department in 1976 as part of
the Energy and Coastal Zone Administration
(Chapter 320, Acts of 1976). The Energy Admin-
istration became a separate administration in
1979. It includes all energy-related agencies in the
Department. The common purpose of these agen-
cies is to evaluate the production and conserva-
tion of energy while keeping adverse environmen-
tal and fiscal effects to a minimum.
The two operating programs within the Admin-
istration are the Power Plant Research Program
and the Bureau of Mines.
POWER PLANT RESEARCH

The Power Plant Research Program was creat-
ed in 1971 as the Power Plant Siting Program
(Chapter 31, Acts of 1971). The Program ad-
ministers long-range electric power plant environ-
mental research, assesses the impact of existing
power plants, evaluates proposed sites, and
acquires standby sites for a land bank. Impact As-
sessment monitors, assesses, and models the actual
environmental impact of existing power plants.
Site Evaluations calculates the impact of future
power plants at proposed sites. On the basis of site
evaluation work, recommendations relating to the
design, construction, and operation of power
plants are made to the Public Service Commission
for conditions that will protect the environment.
Research develops the understanding of Mary-
land's environmental resources and socio-econom-
ic structure necessary to site and operate power
plants successfully with a maximum benefit to so-
ciety and minimum detriment to the ecosystem.

Site Acquisition identifies, investigates, acquires,
and holds in a land bank an inventory of sites
suitable for the construction and operation of
power plants.
The Power Plant Research Program is served
by the Power Plant Siting Advisory Committee
and the Science Advisory Board.

sources, the Committee advises the Secretary on
the goals and policies of the Power Plant Re-
search Program (Code Natural Resources Article,
sees. 1-102 (d), 3-303).

Formerly the Environmental Research Guid-
ance Committee, the Science Advisory Board was
formed in 1986. The Board identifies research
needs of the Power Plant Research Program. It
invites proposals for research projects. The Board
reviews the proposals, the technical progress of
the projects, and project final reports. Appointed
by the Secretary of Natural Resources, Board
members serve three-year terms (Code Natural
Resources Article, sees. l-102(d), 3-303).

The Bureau of Mines has two distinct areas of
responsibility: environmental control of active
coal mines and restoration of abandoned coal
mines.
