The Project organizes and coordinates develop-
ment project proposals submitted to the Capital
Programs Administration by management agen-
cies within DNR. Projects are evaluated and
placed into the Five Year Capital Improvements
Program according to priority and category. Sup-
porting data is collected, including cost data and
justification, and meetings and budget hearings
are required throughout the process.

Land Planning Services adheres to the Natural
Resources Article, which requires all State agen-
cies to conduct their affairs so as to protect the
environment for both present and future genera-
tions (Code Natural Resources Article, sec.
1-302).

SHORE EROSION CONTROL
PROGRAM

The Shore Erosion Control Program provides
technical assistance to property owners, communi-
ties, and counties experiencing shore erosion
problems. The Program administers the Shore
Erosion Control Revolving Loan Fund, which
provides interest-free loans for project construc-
tion to qualified applicants. It designs and pro-
vides construction supervision for State financed
projects. The Program also evaluates the effective-
ness of new materials and methods developed to
control erosion, and provides public education on
the causes and prevention of shore and bank ero-
sion. The Program makes assessments and recom-
mendations on the overall erosion problem in the
Chesapeake Bay and its tributaries.

PROGRAM OPEN SPACE

Program Open Space has as its primary objec-
tive acquiring outdoor recreation and open space
areas for public use. This Program administers the
funds made available to local communities for
open and recreational space under the provisions
of the Outdoor Recreation Land Loan of 1969
and from the National Park Service, Land and
Water Conservation Fund, U.S. Department of
the Interior. Program Open Space coordinates the
acquisition of Department lands for the use of all
departmental agencies.

LAND MANAGEMENT AND
RECREATION SERVICES

Established in 1983, the Land Management and
Recreation Services Program is comprised of four
primary projects: Land Management, Real Prop-
erty Review and Evaluation, Recreation and Lei-
sure Services, and Enterprise Development.

The Land Management Project operates proper-
ties identified for enterprise development, major
capital improvement, or innovative natural re-
sources management. They include the Merkle
Wildlife Sanctuary, Somers Cove Marina, and the
Fair Hill and Patuxent River Natural Resources
Management Areas.

Real Property Review and Evaluation executes
all leases, rights-of-ways, easements, and use
agreements initiated by the Department for the
use of its real property. In addition, this section
maintains a Real Property Inventory for the De-
partment, and processes all requests for disposal,
razings, or change in use of properties.

Recreation and Leisure Services offers technical
assistance in planning and conducting recreation
activities and programs. This assistance is avail-
able for agencies of State, local, and municipal
governments, as well as private corporations, or-
ganizations, and members of the general public.
This section responds to requests regarding grant
sources, land acquisition, program development,
lectures, and workshops.

Enterprise Development is a new project where-
by State lands are developed by private interests
in an enterprise that generates benefits and reve-
nues for both the public and private sectors. These
enterprises will be established in a manner that
will preserve the integrity of our natural re-
sources, while enhancing their recreational poten-
tial and fiscal productivity.

The Capital Development Program provides de-
sign and construction services to other Depart-
ment agencies, evaluates facilities for capital budg-
et planning purposes, and assists in the
preservation of historic properties owned by the
