LICENSURE OF SECONDHAND
PRECIOUS METALS AND GEM
DEALERS AND PAWNBROKERS

In 1981, the General Assembly authorized the
Secretary of Licensing and Regulation to license
every individual dealer in secondhand precious
metals and gems in the State (Chapter 436, Acts
of 1981). This licensure was extended in 1982 to
cover pawnbrokers (Code 1957, Art. 56, sees.
416^27).

The Maryland Racing Commission originally
was established in 1920 (Chapter 273, Acts of
1920). It licenses all persons, associations, or cor-
porations that hold any racing meet within the
State where horse racing is permitted for any
stake, purse, or reward. The Commission makes
all regulations governing the races. It may also
regulate the size of the purse, the price of admis-
sion, or the charge made for any article or service
sold at the meets. All persons engaged in racing in
Maryland under assumed names must register
with the Commission and receive its permission
for the use of such name. The Commission has
power to revoke or suspend the license of any per-
son or corporation engaged in racing within the
State that violates the racing laws or Commission
rules.

The Commission is composed of seven members
appointed for four-year terms by the Governor
with the advice and consent of the Senate. No
more than five members may belong to the same
political party. At least two members must be
knowledgeable or experienced in some aspect of

thoroughbred racing, and at least two in some as-
pect of harness racing. The Governor designates
the chairperson. The Secretary of Licensing and
Regulation appoints the Executive Director.

Authorization for the Commission continues
until July 1, 1991 (Code 1957, Art. 78B).

MARYLAND-BRED RACE FUND
ADVISORY COMMITTEE

In 1962, the Maryland-Bred Race Fund Adviso-
ry Committee was created to administer the
Maryland-Bred Race Program and the Maryland-
Bred Race Fund (Chapter 137, Acts of 1962). The
Fund is supported by an assessment on each thor-
oughbred track licensee of a portion of the mutuel
pool of all its races during the year. The Fund is
then apportioned between a purse for races in-
volving Maryland-bred horses and awards given
to breeder, owner, and stallion for horses bred in
Maryland (Code 1957, Art. 78B, sec. 16).

The Committee consists of five members ap-
pointed by the Maryland Racing Commission
with the approval of the Secretary of Licensing
and Regulation. Two members represent the
Maryland Horse Breeders' Association, one repre-
sents the mile track associations, and one the half-
mile track associations. One is a member of the
Maryland Racing Commission (Code 1957, Art.
78B, sec. 18A).

Authorization for the Committee continues un-
til July 1, 1991 (Chapter 519, Acts of 1982).

MARYLAND STANDARDBRED RACE
FUND ADVISORY COMMITTEE

Jackson, 1989; George Starkey, 1990.

The Maryland Standardbred Race Fund Advi-
sory Committee was created in 1971 (Chapter
771, Acts of 1971). The Committee assists and ad-
vises the Maryland Racing Commission on the
administration of the Standardbred Race Pro-
gram, the Standardbred Race Fund, and the Stan-
dardbred Sires Stakes Program. The Standardbred
Race Fund is supported by an assessment on each
