The Governor appointed this committee in 1967
to carry out the terms of the National Historic
Preservation Act of 1966 (P.L. 89-665). The law
requires that the State of Maryland nominate
properties to be on the National Register of His-
toric Places. These nominations must be reviewed
by the Consulting Committee prior to their sub-
mittal to the National Park Service.

JEFFERSON PATTERSON HISTORICAL
PARK AND MUSEUM

In October 1983, the Governor created this
committee under the Maryland Historical Trust.
The Committee provides oversight and advice re-
garding operational and development planning of
the Jefferson Patterson Park and Museum at St.
Leonard, Calvert County. Opened to the public in
1984, the Park and Museum extends along 2 and
1/2 miles of shoreline on the Patuxent River and
St. Leonard's Creek. It is located on the 512-acre
Point Farm, which was deeded to the State by
Mary Marvin Breckinridge Patterson in honor of
her husband, Jefferson Patterson. Here scientists
have found evidence of prehistoric Indian sites, 10
to 12 million-year-old invertebrate fossils, and
remnants of early European settlements. The Park
and Museum will be developed over the next ten
years as an educational, research, and recreational
facility.

The Maryland Advisory Council on Historic
Preservation was created in 1985 (Chapter 500,
Acts of 1985). The Council is a dispute resolution
body that meets only when the Maryland Histori-
cal Trust and another State unit are unable to
agree upon a solution to minimize adverse effects
from State-assisted undertaking on properties
listed in or eligible for listing in the National Reg-
ister of Historic Places.

The comments of the Council are advisory, and
final decisions regarding affected projects rest with
the cognizant agency head. State agencies may al-
so seek the advice of the Council at the agency's
discretion in similar cases involving a State permit
or license (Code 1957, Art. 41B, sees. 5-616
through 5-619).

The Council consists of seven members. Three
members are appointed by the Governor. Two of
these must have expertise in history, archeology,
or other appropriate disciplines relating to historic
preservation, and the third represents the public.
The Secretaries of General Services, Housing and
Community Development, State Planning, and
Transportation serve ex officio. The Secretary of
Housing and Community Development is desig-
nated chairperson.
