The State Commission on Kidney Disease was
created in 1971 (Chapter 492, Acts of 1971). The
Commission establishes a program of State assis-
tance throughout Maryland for persons with
chronic renal disease.

The Commission gathers and disseminates in-
formation on the treatment of chronic renal dis-
ease in the State. It also sets physical and medical
standards for the operation of dialysis and renal
transplantation centers, and sets standards for the
acceptance of a patient into the treatment phase
of such programs. Patients accepted into the treat-
ment phase of the program are eligible for State
medical assistance. The Commission also insti-
tutes and supervises educational programs on kid-
ney disease and its treatment and prevention for
the public and providers of health services. The
Commission evaluates the entire kidney disease
program annually and reports its evaluation to the
Governor.

The Commission consists of twelve members
appointed to four-year terms by the Governor.
Four members are lay persons to the field of med-
icine, two represent the medical insurance indus-
try, and one is appointed at the Governor's discre-
tion. The remaining five members are appointed
by the Governor from lists of names submitted re-
spectively by the Kidney Foundation of Mary-
land, the State Health Resources Planning Com-
mission, the medical faculties of the University of
Maryland and The Johns Hopkins University, and
the Medical and Chirurgical Faculty of the State
of Maryland. The Commission appoints the exec-
utive director (Code Health—General Article,
sees. 13-301 through 13-307).

The Commission on Medical Discipline of
Maryland was created in 1968 (Chapter 469, Acts
of 1968).

When an allegation of grounds for disciplinary
or other action is brought to its attention, the
Commission refers the case to the appropriate lo-
cal county society or committee of the Medical
and Chirurgical Faculty of the State of Maryland
for investigation and report. The report must be
acted upon within ninety days unless a time ex-
tension is granted by the Commission. The report
must contain such recommendations as the inves-
tigation reveals might be necessary for adequate
disciplinary procedures. The recommendations are
then considered by the Commission.

The Commission consists of eleven members ap-
pointed for three-year terms. The Secretary of
Health and Mental Hygiene appoints eight mem-
bers. These include six practicing licensed physi-
cians, four of whom are chosen from a list submit-
ted by the Medical and Chirurgical Faculty of the
State of Maryland; one member of the State
Board of Medical Examiners; and one consumer.
The consumer member appointed by the Secretary
must be knowledgeable in risk management or
quality assurance matters and be nominated from
a list submitted by the Maryland Hospital Associ-
ation. The Governor appoints one consumer
member with the advice of the Secretary of
Health and Mental Hygiene and the advice and
consent of the Senate. The president-elect of the
Medical and Chirurgical Faculty of the State of
Maryland, and the Faculty's Council chairperson
serve ex officio (Code Health Occupations Article,
sees. 14-401 through 14-512).
