As a member of a special legislative task force,
Mr. Steinberg assisted in drafting the Dangerous
Substance Control Act which placed Maryland at
the forefront of efforts to control dangerous drugs.
Under his leadership, major legislation was en-
acted which rekindled the vitality of the racing in-
dustry in Maryland. With a tradition stemming
from Colonial days, racing in our State has the
third largest impact of any industry on our econo-
my.
Mr. Steinberg introduced legislation which be-
came the basis of condominium law in the State of
Maryland. He sponsored legislation establishing
election of county council members in Baltimore
County by district rather than at-large. Mr. Stein-
berg also sponsored numerous bills concerning
mental health and domestic relations law.
As a member of the Maryland State Senate, Mr.
Steinberg was also very active in the area of eco-
nomic development. In the fall of 1984, he repre-
sented Maryland and the General Assembly on an
economic development mission to Japan. In the
spring of 1985, Mr. Steinberg, as President of the
Senate, represented the State in London when the
Pride of Baltimore sailed under the Tower Bridge
to complete its first Atlantic crossing.
Mr. Steinberg has also been active in the field of
higher education, having served on the Commis-
sion on Excellence in Higher Education which
made recommendations on the restructuring of
the higher education system in Maryland.
Since his election as Lieutenant Governor, Mr.
Steinberg has continued to build on a solid record
of achievement gained during his twenty years of
service in the Maryland General Assembly.
On behalf of Governor William Donald Schae-
fer. Lieutenant Governor Steinberg is responsible
for the coordination and development of the Ad-
ministration's legislative agenda. Governor Schae-
fer also relies upon the Lieutenant Governor to
guide execution of Administration policy in the

areas of financial regulation, labor issues, and eco-
nomic development. As Chairman of the State
Trade Policy Council, the Lieutenant Governor is
specifically responsible for increasing export op-
portunities for Maryland companies.
Lieutenant Governor Steinberg was born in Bal-
timore City on October 4, 1933, and attended Bal-
timore City public schools. He is a graduate of
Baltimore City College and received his Associate
of Arts Degree from the University of Baltimore
in 1952. In 1955, he received a Juris Doctorate
Degree from the University of Baltimore School
of Law and was admitted to the Maryland Bar
the same year. He served on active duty in the
United States Navy from November 1955 through
1957.
Mr. Steinberg returned to Baltimore following
military service and became active in a number of
civic organizations and political clubs. He entered
the private practice of law as an associate with his
cousin, Marvin B. Steinberg, Esquire, now a
Judge of the Circuit Court of Baltimore City. Sub-
sequently, the Lieutenant Governor became a
partner in the law firm of Levin, Gann, & Han-
kin, P.A. Mr. Steinberg is a member of the Balti-
more County, Maryland State and American Bar
Associations.
Lieutenant Governor Steinberg and his wife,
Anita, have been married for twenty-nine years.
The Steinbergs have three children, Edward, Su-
san, and Barbara. Edward, a graduate of Bucknell
University and the University of Baltimore School
of Law, is currently practicing law in Baltimore
City. Edward's wife, Halaine, is a graduate of
Towson University and is a public school teacher.
Susan is a graduate of Drew University and is
currently a third-year student at the University of
Maryland School of Law. Barbara is a 1985 grad-
uate of Dickinson College and presently is an ac-
counting student at the University of Baltimore.
The Steinbergs reside in Baltimore County.
