The Medical Assistance Advisory Committee
was created for the Medicaid Program by the Sec-
retary of Health and Mental Hygiene in accord-
ance with the federal Social Security Act (sec.
1902A(22)). The Committee advises and consults
with the Deputy Secretary for Policy, Financing,
and Regulation. Composed of health care provid-
er and consumer representatives, the Committee is
appointed for three-year terms by the Secretary of
Health and Mental Hygiene. Members serve on
one of several subcommittees, which review pend-
ing legislation, Five-Year Plan objectives, or spe-
cial programs.
EXECUTIVE SUPPORT UNITS
Under the Deputy Secretary for Policy, Financ-
ing, and Regulation are two Executive Support
Units: Medical Assistance Administrative Ser-
vices, and Regulatory Administrative Services.

The Office of Regulations Coordination pro-
vides a central clearinghouse for health regula-
tions. Here regulations are reviewed and revised
(Code 1957, Art. 41, sec. 206(k)). The Office pro-
vides technical assistance to the administrative
units of the Department.

The Office of Policy Analysis and Program
Evaluation was reorganized by the Department in
1987 as the Policy Analysis Administration. The
Administration is responsible for policy analysis
and evaluation required within the Department.
The Administration analyzes and designs Depart-
ment-wide initiatives and conducts technical anal-
yses needed to address Departmental, guber-
natorial, or legislative concerns. It provides
evaluation and other support services for policy
decisions on direction, policy coordination, legis-
lative and budget requests, and design of innova-
tive options and program alternatives. The Ad-
ministration also is responsible for the Center for
Health Statistics.

Created in 1969, the Center for Health Statistics
publishes annual vital statistics and population es-
timates for the State. To highlight significant
trends and findings, the Center analyzes and re-
ports annually on the health status of Maryland
residents. It provides statistical analysis to support
Departmental priorities and specialized statistical
advice to programs on studies and systems devel-
opment. The Center publishes annual and special
reports on these topics.

By developing and implementing procedures to
monitor and control the delivery of health care
services, the Medical Care Compliance Adminis-
tration assures that Medicaid benefits are effec-
tively used. It designs computer applications to
detect aberrant practices; administers systems to
