The Potomac Center was established in 1978. It
serves as a residence for mentally retarded and de-
velopmentally disabled persons from Frederick,
Washington, Allegany, and Garrett counties
(Code Health—General Article, sec. 7-305). The
Center provides comprehensive habilitative ser-
vices to expedite the return of clients to a less re-
strictive environment.
The Center serves mentally retarded and devel-
opmentally disabled persons of all ages function-
ing at all levels of retardation, with the exception
of those with severe medical or behavioral
problems. Its licensed capacity is 150, which in-
cludes 8 infirmary beds.

Rosewood Center originally was established in
1888 as the Asylum and Training School for the
Feeble Minded of the State of Maryland (Chapter
183, Acts of 1888). The Asylum and Training
School admitted its first children in 1889. From
1912 to 1961, it was known as Rosewood State
Training School. In 1961, the School became

Rosewood State Hospital (Chapter 89, Acts of
1961). When the departments of Health and
Mental Hygiene merged in 1969, the Hospital was
renamed Rosewood Center.
The Center provides for the care, education,
training, and habilitation of mentally retarded
children from all parts of the State. Rosewood is
licensed for 1,250 residents (Code Health — Gen-
eral Article, sec. 7-305).

The Community Services Advisory Commission
was created within the Developmental Disabilities
Administration in 1986 (Chapter 797, Acts of
1986). The Commission is to develop and annual-
ly update a five-year plan to improve community
services and programs for developmentally dis-
abled persons. The plan will include alternative
ways and means to finance and expand existing
services and programs.
The Commission consists of thirteen members.
They include the Secretary of Health and Mental
Hygiene, or designee; Secretary of Budget and
Fiscal Planning, or designee; Director of the De-
velopmental Disabilities Administration; a repre-
sentative of the State Department of Education; a
member of the State Senate appointed by the
President; and a member of the House of Dele-
gates appointed by the Speaker. The Governor ap-
points to the Commission two representatives
