The State Advisory Council on Drug Abuse
was created in 1969 (Chapter 404, Acts of 1969).
It advises the Governor, the Secretary of Health
and Mental Hygiene, and the Addictions Admin-
istration on the formulation of a comprehensive
long-range development plan to prevent and con-
trol drug addiction. The Council also assists in the
promotion of drug abuse programs and evaluates
existing and planned programs and facilities ad-
ministered by the Addictions Administration.
The Council consists of ten ex officio members
and nine members representing the general public.
Members are appointed by the Governor for
three-year terms (Code Health—General Article,
sees. 9-301 through 9-305).

The State Advisory Council on Alcoholism
Control was created in the Alcoholism Control
Administration in 1976 (Chapter 746, Acts of
1976). The Council now advises the Addictions
Administration on various matters, including the
formulation and execution of the comprehensive
intoxication and alcoholism control plan.
The Council consists of twenty-five members
appointed by the Governor. It includes represen-
tatives from the courts, police, probation authori-
ties, clergy, labor, management, beverage control,
the beverage industry, and legal and medical
groups. These members serve three-year terms.
The President of the Governor's Youth Advisory
Council (or designee), serves ex officio (Code
Health—General Article, sees. 8-304 through
8-308).

The Community Health Surveillance Adminis-
tration was established by the Department in
1987. The Administration is responsible for the
Offices of Food and Product Health, Epidemiolo-
gy and Disease Control, Drug Control, and Labo-
ratories. The Administration is assisted by and
provides staff support for the Youth Camp Safety
Advisory Council.
