HEALTH PROGRAM SUPPORT UNITS
Under the Deputy Secretary for Public Health
Services are Health Program Support Units for
Manpower, Nursing, Minority Health, Children
and Adolescents, Volunteers, Dietary Services,
Dental Services, Cooperative Agreements, and
Health Education.
Manpower Unit

The Unit conducts special studies related to
manpower needs.
Nursing Unit

The Nursing Unit serves an advocacy role for
nursing, prepares salary documents, and main-
tains nursing standards.
Minority Health Unit

This Unit focuses on minority health problems
and serves as staff to the Governor's Commission
on Black and Minority Health.
Children and Adolescents Unit
The Unit coordinates and makes decisions con-
cerning all Department programming that affects
children and youth.
Volunteer Services Unit

This unit develops, directs, coordinates, and
evaluates the Department's forty-four volunteer
services programs statewide. These programs offer
citizens and community groups the opportunity to
aid and enhance the lives of residents of Depart-
ment centers and of regional community-based
and deinstitutionalized clients.
Representing the Department's concern for
public voluntary action, the Chief serves on the
Governor's Volunteer Council. The Chief also
serves as liaison to the Department's Council of
Auxiliaries, a private, nonprofit service organiza-
tion.

The Unit provides consulting services to all De-
partmental facilities on dietary related matters.
Dental Unit

The Dental Unit serves a statewide advocacy
role for dental programs, provides consultation,
and implements fluoridation programs.
Cooperative Agreement Unit

The Unit recruits physicians for areas that need
medical help.
Health Education Unit

throughout the State.

The Local Health Administration ensures that
basic public health services are provided in all
parts of the State. These services are provided in
each county and in Baltimore City through local
health departments under the direction of a local
health officer. The health officer is jointly ap-
pointed by the Secretary of Health and Mental
Hygiene and the local governing body. Each local
health department administers and enforces State
and local health laws and regulations in its locale.
Programs are offered to meet the public health
needs of the community and to provide services
not offered by the private sector.
