The Radiation Control Advisory Board was es-
tablished in 1960 (Chapter 88, Acts of 1960). For-
merly under the Department of Health and
Mental Hygiene, the Board was transferred to the
Department of the Environment in 1987 (Senate
Bill No. 671). The Board consults with and ad-
vises the Secretary of the Environment on
problems, procedures, and matters relating to ra-
diation.
The Board's twelve members are appointed by
the Secretary of the Environment for four-year
terms. Two members represent the community at
large (Code Environment Article, sees. 8-201
through 8-205).

The Council was created as the Noise Pollution
Control Advisory Council in 1973 (Chapter 709,
Acts of 1973). It was renamed the Environmental
Noise Advisory Council in 1974 (Chapter 287,
Acts of 1974). Formerly under the Department of
Health and Mental Hygiene, the Council became

part of the Department of the Environment in
1987 (Senate Bill no. 671). The Council advises
the Department on proposed environmental noise
standards and sound level limits.
The Council consists of five members appointed
by the Secretary of the Environment for five-years
terms. One member is appointed from a list sub-
mitted by the Acoustical Society of America. One
member must be a physician, specializing in hear-
ing, appointed from a list submitted by the Medi-
cal and Chirurgical Faculty of the State of Mary-
land. The third member is appointed from a list
submitted by the President of the University of
Maryland. Two members represent the general
public. The public members may come from nom-
inees of the Maryland State Chamber of Com-
merce, the Maryland Transportation Federation,
the Maryland Environmental Trust, and other en-
vironmental groups (Code Environment Article,
sees. 3-201 through 3-205).
WATERSHED PROTECTION
PROGRAM
The Watershed Protection Program was created
within the Department of the Environment in
1987 (Senate Bill no. 671). Formerly it had been
administered as the Stormwater Management Pro-
gram by the Water Resources Administration of
the Department of Natural Resources.
RESOURCE PROTECTION PROGRAM
The Resource Protection Program was estab-
lished in 1987 within the Department of the Envi-
ronment (Senate Bill no. 671). The Program's
functions derive from the Erosion and Sediment
Control Program and the Oil Control Program
formerly administered by the Water Resources
Administration of the Department of Natural Re-
sources.

The Science and Health Advisory Group pro-
vides scientific and medical expertise to the De-
partment, and to the public and private sectors.
The Group formulates toxic chemical strategy and
develops criteria for that strategy. Maintaining a
|
