ditures. Their purpose is to improve classroom in-
struction and student performance. Annually, the
Task Force also reviews their implementation and
reports any noncompliance to the State Board of
Education and the State Superintendent of
Schools. The Task Force reports on accountability
plans annually to the Governor, General Assem-
bly, and State Board of Education.
The Task Force consists of thirteen members
appointed by the Governor. Members serve terms
that do not exceed three years. The Governor
designates the chairperson (Code Education Arti-
cle, sees. 5-401 through 5-407).

The Educational Coordinating Council for Cor-
rectional Institutions was created in 1975 to plan
and develop educational programs in each correc-
tional institution within the Division of Correc-
tion (Chapter 539, Acts of 1975).
The Council consists of four ex officio members,
and one public member appointed by the Gover-
nor for a four-year term. The State Department of
Education provides necessary technical and cleri-
cal assistance. While under the jurisdiction of the
