The Division works with local education agen-
cies (LEAs), State Instructional Television Re-
gional Advisory Boards, State ITV Curriculum
Committees, ITV coordinators, divisions within
the State Department of Education, and the
Maryland Public Broadcasting Commission to
meet State education priorities.

The Division of Library Development and
Services is responsible for the administration, di-
rection, and budgetary development of State and
federal programs for improving library services in
public schools and public libraries throughout the
State. This includes: identification of needs; plan-
ning and development of recommendations for li-
brary legislation; monitoring and evaluation of
ongoing programs; and dissemination of informa-
tion (Code Education Article, sees., 23-102
through 23-105).
The Division also coordinates the State Library
Network, the center of which is Enoch Pratt Free
Library. Three Regional Resource Centers include
the State Library Resource Center at Pratt, the
McKeldin Library of the University of Maryland,
and the Eisenhower Library of Johns Hopkins
University (Code Education Article, sees. 23-201,
23-202).

The Maryland Advisory Council on Libraries
was created in 1971 (Chapter 770, Acts of 1971).
The Council gathers information pertaining to the
needs of libraries throughout the State; advises the
Division of Library Development and Services,
the State Superintendent of Schools, the State
Board of Education, and the Governor; and en-
gages in other activities to improve library
services in the State.
The Council consists of twelve members. Five
serve ex officio and seven are appointed by the
Governor for five-year terms. Of those appointed,
one must be a library trustee and one a profes-
sional librarian. The Governor designates the
chairperson. The Assistant Superintendent for Li-
braries of the State Department of Education
serves as Secretary to the Council (Code Educa-
tion Article, sec. 23-106).
DIVISION OF SPECIAL EDUCATION

The Division of Special Education is responsible
for the administration, management, and budget-
ary development of State and federal programs for
handicapped children and youth in Maryland. In
compliance with State and federal mandates, the
Division helps local education agencies (LEAs)
provide educational programs for all handicapped
children and youth. The Division ensures compli-
ance with State and federal laws requiring that
service be provided for all handicapped children.
The Division offers assistance to parents seeking a
free, appropriate, special education for their hand-
icapped children. To provide a comprehensive ser-
vice network to handicapped children, the Divi-
sion also cooperates and collaborates with other
State agencies.
The Division provides programmatic assistance
to LEAs in areas such as individual educational
plans, non-discriminatory testing, early childhood
programs, personnel development, and program
evaluation. It also supervises educational pro-
grams and services in approved nonpublic and
State institutions and assesses the educational
needs of children having profound or complex
handicaps.
