The State Advisory Council, also known as the
Unemployment Insurance Advisory Council, aids
the Secretary in formulating policies and resolving
problems concerning the administration of the
Unemployment Insurance Law. The Secretary of
Economic and Employment Development ap-
points the Council consisting of an equal number
of employer and employee representatives, and as
many public members as needed (Code 1957, Art.
95A, sec. 12).

The Board of Appeals, also known as the Un-
employment Insurance Board of Appeals, hears
appeals on claims for unemployment insurance
benefits. It also hears appeals that arise under the
taxing provisions of the Unemployment Insurance
Law and other matters that require appellate ad-
judication, such as appeals associated with the mi-
grant and seasonal farm worker program. The
Board's three members are appointed for six-year
terms by the Secretary of Economic and Employ-
ment Development with the approval of the Gov-
ernor (Code 1957, Art. 95A, sees. 7, 11).

Under the Board's jurisdiction is the Appeals
Unit. The Unit conducts hearings on all claim-
ants' or employers' appeals from unemployment
insurance claims determinations in the Depart-
ment's local offices. Claimants may appeal deter-
minations disqualifying them for benefits, and em-
ployers may appeal determinations allowing
benefits. An appeals referee hears all such appeals.

Any aggrieved party may appeal to the Board of
Appeals. Final appellate recourse is to the courts
of Maryland.

LOCAL OFFICES

The Division of Employment and Training op-
erates twenty-six full-time and three other field of-
fices to help the public apply for the Job Service,
register for the Work Incentive Program, or file
claims for unemployment insurance. Telephone
numbers listed below are for Job Service (JS), Un-
employment Insurance (UI), or both. Inquiries
concerning the Work Incentive Program may be
directed to the Job Service (JS) number.
