The Governor's Executive Council originated as
the Governor's Advisory Council in 1922 (Chap-
ter 29, Acts of 1922). It was reorganized in 1969
as the Governor's Executive Council to coordi-
nate, direct, and supervise State government
(Chapter 156, Acts of 1969). The Council consists
of the Governor, the Lieutenant Governor, the
Secretary of State, the secretary of each principal

department of the Executive Branch of State gov-
ernment, the State Superintendent of Schools, the
Commissioner for Higher Education, and the Di-
rector on Aging. The Governor may appoint an
Executive Secretary for the Council (Code State
Government Article, sees. 8-101, 8-105).

The Governor is authorized to appoint at his
pleasure a military staff that may consist of the
Adjutant General and not more than twelve aides
selected from the Commissioned Officers of the
National Guard and Naval Militia (Code 1957,
Art. 65, sec. 9).

The office of Lieutenant Governor originally was created by the Constitution of 1864 and existed
from 1865 to 1868. In 1970, the office was reestablished by a Constitutional amendment ratified by the
people, November 3, 1970 (Chapter 532, Acts of 1970). The second-ranking officer of the State, the
Lieutenant Governor is elected for a term of four years by popular vote at the same election at which
the Governor is elected. The Lieutenant Governor's term of office begins on the third Wednesday in
January following election. Eligibility requirements for Lieutenant Governor are the same as those for
the Governor. The Lieutenant Governor performs duties delegated by the Governor (Const. 1867, Art.
II, sees. 1, 1A, 2) and receives an annual salary of $72,500.

The Lieutenant Governor succeeds to the office of Governor in the event of a vacancy in that office.
The Lieutenant Governor also serves as Acting Governor when notified in writing by the Governor that
the Governor will be temporarily unable to perform the duties of office (Const. 1867, Art. II, sees. 4, 5,
6).
