and it maintains a library of books, pamphlets,
reports, periodicals, and clippings on matters of
current public and political interest (Code State
Government Article, secs. 2-1301 through
2-1309). The Department operates through the
Office of the Director and four divisions that
provide: legislative services, statutory revision, re-
search and information services, and computer and
proofreading services.

The Legislative Division provides several specific
staff services to the General Assembly. The Divi-
sion drafts or reviews nearly all bills and amend-
ments introduced or considered by the General
Assembly. In a typical year, the Division writes
over 4,500 bills and joint resolutions and prepares
over 10,000 amendments to them.
The Division also provides professional staff
services to six of the ten major working commit-
tees of the General Assembly (4 House committees
and 2 Senate committees). During the annual
legislative session, these members of the Division
staff work under the specific direction of the
chairpersons of the committees, and under the
general direction of the Division. During the
interim between sessions, the Division provides
staff support for several legislative statutory and
special joint committees, task forces, and commis-
sions. The Division staff also helps prepare infor-
mational materials and reports distributed by the
Department to the General Assembly.

By Chapter 182, Acts of 1972, the Division of
Statutory Revision was created within the Depart-
ment of Legislative Reference. The Division is also
known as the Code Revision Division. It is headed
and administered by the Revisor of Statutes,
appointed jointly by the President of the Senate
and Speaker of the House of Delegates. The
Division's major responsibility is the direct ongo-
ing preparation of a comprehensive revision and
restatement of the statutory body of law of Mary-
land, the first such revision since 1888 (Code State

Government Article, secs. 2-1315 through
2-1319).

The Research Division has two functions. Re-
search analysts provide scientific, econometric, and
policy analysis for committees, members, and staff
of the General Assembly. Legislative librarians
provide reference and research services to the
public as well.
The Library collection of 49,758 volumes con-
sists of Maryland laws and related legislative and
legal materials, laws and publications of the other
states, federal documents, and general reference
materials. Reference materials do not circulate
except to General Assembly members, their staff,
and State agency personnel.
Bill status and other legislative information is
provided by the Library and its Information Desk.
Through the Library, the Department serves as an
official depository for the publications of Maryland
State agencies and for all the local codes published
by county and municipal governments (Code 1957,
Art. 25, sec. 32A; Art. 25A, sec. 7; Art. 25B, sec. 7,
12; State Government Article, sec. 2-1312; Educa-
tion Article, sec. 23-2A-01). Maryland Documents,
a list of State agency publications, is published
monthly.
Research analysts are trained in technical disci-
plines and participate in a nationwide information
network of universities, government, and private
laboratories, research centers, and professional
organizations.

The Computer Division operates data processing
equipment for the preparation of bills, the entry
and maintainence of data into the bill status
system, and the preparation of several Departmen-
tal publications. These publications include com-
mittee hearing schedules, synopses of laws, and
legislative indexes. The work of the Division's
proofreading staff complements the Division's data
processing.
