The Southern Regional Education Board
(SREB) is the nation's oldest interstate compact
for higher education and a pioneer in regional
planning action for the effective multi-state use of
educational programs and facilities. SREB oper-
ates under the terms of the Southern Regional
Education Compact of 1949, which the Maryland
legislature ratified by Chapter 282, Acts of 1949.
Thirteen other states have ratified the Compact:
Alabama, Arkansas, Florida, Georgia, Kentucky,
Louisiana, Mississippi, North Carolina, South Car-
olina, Tennessee, Texas, Virginia, and West Virgin-
ia. Created at the request of southern governors,
SREB brings together educators, government offi-
cials, and other regional leaders to work in concert
to advance education and, in so doing, to improve
the social and economic life of the South.

SREB has no coercive power over any state or
institution. Working directly with state govern-
ments, academic institutions, and other related
agencies, SREB conducts research and makes
reports on needs, problems, and developments in
education; conducts cooperative programs to up-
grade training in undergraduate, graduate, profes-
sional, and technical education; and serves as fiscal
agent and administrator in interstate arrangements
for regional educational services and institutions.
These reciprocal agreements provide quality edu-
cational opportunities while lessening the need to
develop expensive specialized programs in each
state.

SREB is governed by a board consisting of the
governor of each member state and four other
individuals from the state, at least one of whom
must be a state legislator and another an educator.
All appointments are made by the governor for
four-year staggered terms (Code Education Arti-
cle, secs. 25-201 through 25-205). SREB publica-
tions, which include a wide variety of research
reports, are available to the public.

The Southern States Energy Board (SSEB) is an
interstate compact agency, created by the Southern
Interstate Nuclear Compact, which has been ap-
proved by sixteen southern states and the Com-
monwealth of Puerto Rico and was consented to
by Congress (P.L. 87-563) in 1962. The purpose of
SSEB is to improve the economy of the South and
to contribute to the individual and community
well-being of the people of the Southern region
through cooperation among member jurisdictions
in the creation and implementation of programs in
the fields of energy, science and technology, envi-
ronment, and in related areas of interest.

Each member state is represented on the Board
by the governor or his designee, and by one
member from each house of the legislative branch,
appointed by the respective heads of those houses.
The SSEB member serves as an energy advisor to
the Governor and coordinates the Board's activi-
ties in the jurisdiction. At present member juris-
dictions include: Alabama, Arkansas, Florida,
Georgia, Kentucky, Louisiana, Maryland, Missis-
sippi, Missouri, North Carolina, Oklahoma,
Puerto Rico, South Carolina, Tennessee, Texas,
Virginia, and West Virginia. Each member juris-
diction supports SSEB through an annual appro-
priation based on a formula outlined in the
Compact (Code 1957, Art. 41, secs. 346-359).

The Susquehanna River Basin Commission was
created upon the enactment of the Susquehanna
River Basin Compact by the Commonwealth of
Pennsylvania, by the states of New York and
Maryland, and by Congress. Maryland ratified the
Compact by Chapter 391, Acts of 1967. The
Commission superseded the Interstate Advisory
Committee on the Susquehanna River Basin. The
Commission, which was recommended by the
