independent status. By that act the Board was

Appointed by the Governor, the Hazards Com-
munication Study Commission, also known as the
Hazardous and Toxic Substances Study Commis-
sion—Employee Access to Information, was creat-
ed in 1983 (Chapter 134, Acts of 1983). It
developed and proposed legislation on standards
and requirements for employers to follow regard-
ing access to information on, and handling of,
hazardous and toxic substances in the workplace.

The Commission reported to the Governor and
General Assembly in January 1984.

ADVISORY BOARD ON LIABILITY
Chapter 46, Acts of 1983, repealed the legal
provisions for the Board, which disbanded in 1982.
MEDICAL BOARD OF THE
WORKMEN'S COMPENSATION
COMMISSION
This board, also known as the Medical Board for
Occupational Diseases, was abolished effective
June 1, 1983, in accordance with Chapter 521,
Acts of 1982.

The Atlantic States Marine Fisheries Commis-
sion is an outgrowth of the Eastern Conservation
Conference begun in 1937. Seven states, including
Maryland, drew up and ratified a compact in 1941.
Maryland ratified the compact by Chapter 435,
Acts of 1941. This compact, assented to by the
U.S. Congress and signed by the President in 1942,
