The Tri-County Council for Southern Maryland
was formed on December 6, 1964, as a cooperative
planning and development agency to foster the
economic and social development of the Southern
Maryland region, and to initiate and coordinate
plans and projects for the development of human
and economic resources in Calvert, Charles, and
Si. Mary's counties.

In 1965, the Governor recognized the Council as
the cooperative planning and development agency
for Southern Maryland. The Council was perma-
nently established in 1966 (Chapter 586, Acts of
1966). It became a tax-exempt corporation by
Chapter 573, Acts of 1970. The Council's enabling
legislation was reenacted as State general legisla-
tion by Chapter 708, Acts of 1976. By Chapter 36,
Acts of 1979, the Council was empowered to
reevaluate the general development plan for the
region at least every four years following the
election of State and local officials. By Chapter
373, Acts of 1984, the status of the Council as an
independent agency was confirmed.

The Council brings together local, State, and
federal resources to attain regional goals and
address areawide issues. The Council is active in
five program areas: economic development; tour-
ism promotion; environmental protection; and re-
gional resource management, which includes issues
related to transportation, utilities, urban growth
and development, housing, and public facilities and
services.

In recent years the Council has been a major
contributor to State policies and programs to
restore the Patuxent River, and it cooperated with
the Maryland Heritage Committee in the coordina-
tion and promotion of Maryland's 350th anniver-
sary in 1984.

The Council is composed of twenty-one voting
members, including the State senators and dele-
gates representing Calvert, Charles, and St. Mary's
counties, three county commissioners from each
county, one member appointed by the Southern
Maryland Municipal Association, and one mem-
ber-at-large from each county. There are eight non-
voting members of the Council who represent each
County Planning Commission, each County Eco-
nomic Development Commission, the Department
of State Planning, and the Department of Econom-
ic and Community Development (Code 1957, Art.
20).

The Uninsured Employers' Fund Board was
created in 1983 to protect workers whose employ
ers are not insured under Workmen's Compensa-
tion (Chapter 576, Acts of 1983). The Board
supervises the operation and administration of the
Uninsured Employers' Fund (Code 1957, Art. 101,
secs. 90-102).

The Board's three members are appointed to
four-year terms by the Governor with the advice
and consent of the Senate. One member each
represents management, labor, and the public.

Chapter 41, Acts of 1963, established the Board
of Trustees of the State Colleges to direct and
manage the four-year public colleges of the State.
Chapter 917, Acts of 1976, redesignated the gov-
erning board as the Board of Trustees of the State
Universities and Colleges. The same Act designat-
ed the University of Baltimore as an upper division
academic institution, and redesignated Towson
State College as Towson State University.

The Board of Trustees submits an annual report
each January to the Governor and the General
Assembly. The report includes a summary of the
Board's major activities for the previous year
