tive entity of government in 1973.
The chief executives of the signatory members to
the joint agreement comprise the ex officio voting
membership of the Board of Directors. The Board
establishes policies for programs, operations, and
fiscal affairs.
RESA fosters cooperation among all educational
institutions and organizations concerned with the
needs of the people in the region; establishes goals,
policies, and procedures for regional education
projects; and plans, coordinates, and conducts
regional educational projects. It promotes the
improvement of educational, scientific, and literary
facilities and programs at and among participating
institutions; and organizes and supports an opera-
tional office governed by a Board of Directors
responsible to public authorities.
The Agency provides technical assistance and
recommendations to the Governor, as Chief Exec-
utive and as a member of the Appalachian Region-
al Commission, concerning plans, programs, and
activities directed toward education's role in the
development of the region according to state and
local education and development policies and the
Appalachian Regional Development Act. These
recommendations are the basis for funding pro-
grams for education by the Appalachian Regional
Commission through the Maryland Department of
Economic and Community Development.
The Agency provides a basic staff to help
member institutions identify needs that might be
met through regional programs or services. Based
on Board policy, the staff provides direct support
and leadership for interagency/institutional liai-
son, project development and implementation, and
project review and evaluation.
Operations and programs of the Agency are
funded through budget allocations of the signatory
members and from grants and contracts with local,
State, and federal agencies, including the Appala-
chian Regional Commission.

The Regional Planning Council was created by
Chapter 753, Acts of 1963, as the successor to the
Baltimore Regional Planning Council. The prior
agency had operated as part of the State Planning
Department since 1956. In July 1983, the Regional
Planning Council was removed from the depart-
ment of State Planning by executive order. It was
declared an independent agency by Chapter 373,
Acts of 1984.
The Council's area of jurisdiction covers all of
Baltimore City and Anne Arundel, Baltimore,
Carroll, Harford, and Howard counties, and en-
compasses an area of 2,259 square miles. The 1980
