The Office for Handicapped Individuals was
established within the Office of the Governor by
Chapter 295, Acts of 1984. Formerly, it was the
Office for the Coordination of Services to the
Handicapped.
The Office identifies and evaluates programs and
services for handicapped citizens in the State. It
collects information to identify needs and gaps in
services and programs; coordinates and supports
public and private agencies that provide services
and programs to the handicapped; and provides an
information and referral service.
The Office identifies barriers to the delivery of
adequate services and recommends corrective pro-
cedures. It monitors and encourages State govern-
ment compliance with laws and policies that affect
handicapped individuals. Annually, the Office re-
ports to the Governor on the status of services and
programs and recommends to the Department of
State Planning capital budget projects to improve
access to State owned facilities. It also meets with
and provides technical assistance to the State
Advisory Council on at least a quarterly basis; and
promotes the designation of local or regional
offices to coordinate services to the handicapped.
The State Advisory Council advises the Office in
carrying out its duties; reviews statewide activities
for the handicapped; and fosters coordination and
support for programs for the handicapped.
The Council, which consists of twenty-six mem-
bers representing public and private agencies as
well as handicapped individuals, is appointed by
the Governor. The Governor also appoints the
Director.

The Hart-Miller-Pleasure Island Citizens Over-
sight Committee was created Chapter 587, Acts of
1981. The Committee monitors the redeposit of
spoil and Baltimore County tributary spoil within
five miles of the Hart-Miller-Pleasure Island chain
in Baltimore County. It also hears and disposes of
complaints lodged by individuals affected by this
spoil.
The Governor appoints the Committee. Mem-
bers include two trustees from the Maryland
Environmental Trust; one individual each from the
North Point Peninsula Community Coordinating
Council, Essex Middle River Civic Council, Inc.,
Baltimore County Waterman's Association, Great-
er Dundalk Community Council, and Hart and
Miller Island Area Environmental Group, Inc.;
and one representative each of the pleasure boating
industry and of the sport fishing or crabbing
industry in Baltimore County. The Committee also
includes two interested citizens who reside in the
6th and 7th Legislative Districts respectively (Code
Natural Resources Article, sec. 8-1602.2).
