By executive order, in March 1983, the Gover-
nor created the Council as Maryland's State job
training coordinating council under the federal Job
Training Partnership Act (P.L. 97-300). Chapter
268, Acts of 1983, established the Council by
statute. The Council helps plan, coordinate, and
monitor the provision of employment and training
programs and services in accordance with the
federal law.
The Council consists of 38 members appointed
by the Governor for terms of from one to three
years. The Governor designates the chairperson
who may not be an elected official or an employee
of the State or local government.

The Energy Overcharge Restitution Trust Fund
was established by Chapter 759, Acts of 1984.
Credited to the Fund are refunds received by the
State to redress violations of federal petroleum
pricing regulations, and gifts accepted by the State
expressly designated to help individuals with
weatherization and energy assistance. The State
Treasurer is responsible for the management of the
Trust Fund.
The Board of Trustees for the Trust Fund
develops plans for the use of the Fund and acts to
obtain for it all energy overcharge refunds and
judgment awards to which the citizens of the State
have legal entitlement. According to prescribed
guidelines, the Board considers the needs of the
citizens of Maryland in developing plans for the
allocation and disbursement of Trust funds.
The thirteen-member Board of Trustees consists
of nine ex officio members and four members
appointed by the Governor. Three of the appointed
members represent local government, and the
fourth is a public member, who serves a three-year
term. Four of those serving ex officio are non-
voting members (Code Natural Resources Article,
secs. 13-101 through 13-107).
