The Education Coordinating Committee was
created by Chapter 538, Acts of 1976, to coordi-
nate the policies and activities of the State Board of
Education, the State Superintendent of Schools,
the State Board for Higher Education, and the
Commissioner for Higher Education. The Com-
mittee studies and makes recommendations re-
garding educational policies that concern or affect
elementary, secondary, or higher education.
The Committee consists of three members of the
State Board of Education selected by its president,
three members of the State Board for Higher
Education selected by the chairperson, the State
Superintendent of Schools, and the Commissioner
of Higher Education (Code Education Article,
secs. 24-101 through 24-105).

The Council was created by Chapter 539, Acts of
1975, to plan and develop educational programs in
each correctional institution within the Division of
Correction. The Council consists of four ex officio
members, and one public member appointed by the
Governor for a four-year term. The State Depart-
ment of Education provides necessary technical
and clerical assistance. For budgetary and adminis-
trative purposes the Council is under the jurisdic-
tion of the Department of Public Safety and
Correctional Services (Code Education Article,
secs. 22-101 through 22-104).

The Council was created by Chapter 539, Acts of

State hospital center and juvenile residential insti-
tution within the Department of Health and Men-
tal Hygiene. Technical assistance and support is
provided by the Department of Health and Mental
Hygiene and the State Department of Education.
The Council consists of eight ex officio members
and five public members appointed for five-year
terms by the Governor (Code Education Article,
sec. 22-201 through 22-205).
