The Maryland Transportation Commission was
created by Chapter 526, Acts of 1970. The Com-
mission studies the entire State transportation
system. It advises and makes recommendations to
the Secretary and Administrators on policy formu-
lation and program execution.
The Commission consists of seventeen members.
Ten are appointed for three-year terms by the
Governor with the advice of the Secretary. The
seven regional members of the State Roads Com-
mission serve ex officio. The Governor designates
the chairperson (Code Transportation Article,
secs. 2-201 through 2-205).

The Board of Review of the Department of
Transportation is charged with hearing and deter-

mining appeals from certain decisions of the Secre-
tary or of any administration or agency within the
Department.
The Board consists of seven members appointed
for three-year terms by the Governor with the
advice of the Secretary and the advice and consent
of the Senate. At least four members must repre-
sent the public. The remaining members are re-
quired to have knowledge and experience in one or
more of the fields under the Department's jurisdic-
tion (Code Transportation Article, secs. 2-501
through 2-506).

The Transportation Professional Services Selec-
tion Board was created by Chapter 732, Acts of
1974. The Board makes recommendations to the
Board of Public Works on the award of architec-
tural or engineering services where the contract
exceeds $50,000. Actions of the Board are gov-
erned by the Maryland Procurement of Architec-
tural and Engineering Services Act—Transporta-
tion Agencies (Code 1957, Art. 21, secs. 9-101
through 9-118) and the requirements of the State
Procurement Regulations (COMAR 21.12.02).
The Board consists of four members: the Secre-
tary of Transportation or his designee, an individu-
al appointed by the Governor from the Depart-
ment, and two members of the public appointed to
five-year terms by the Governor. The Governor
may designate an alternate member.
